and proportion of the property to be divided and distributed shall
be in the sound discretion of the court as just and equitable con-
sidering all the circumstances of the case.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1,1971.

AN ACT to repeal and re-enact, with amendments, Section 205 (d)
of the Code of Public Local Laws of Harford County (1965 Edi-
tion, being Article 13 of the Code of Public Local Laws of Mary-
land), title "Harford County," subtitle "County Commissioners,"
as last amended by Chapter 750 of the Acts of 1969, to expand the
duties and powers of the office of the director of finance of
Harford County and to clarify the language therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 205(d) of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "County Com-
missioners," as last amended by Chapter 750 of the Acts of 1969, be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:
205.
(d) The office of Director of Finance within the Office of
Administration is hereby created. [The] He shall be appointed by
the Board of County Commissioners of Harford County [shall ap-
point a Director of Finance] and [he] shall serve at their pleasure.
He shall be responsible to the Director of Administration and the
County Commissioners for the performance of his duties[. The
Director of Finance] and shall devote his full time to the work of the
county.
(1) The Director of Finance shall be appointed solely on the
basis of his integrity, managerial ability, technical knowledge, quali-
ties of leadership, professional attitude, and of his executive and
administrative qualifications for the performance of the duties of his
office.
He shall have had, prior to his appointment, a [Bachelor of Arts]
Bachelor's degree[,] from an accredited college or university with
courses in Government, Business or Public Administration, Account-
ing, and Finance. He shall also have had at least five years' experi-
ence in public administration or private business, or both, and shall
be thoroughly familiar with modern budget and accounting meth-
ods. He shall have shown and demonstrated to the satisfaction of
the county commissioners, the qualifications, experience and educa-
tional background [that shall be] necessary for this position.
