AN ACT to repeal and re-enact, with amendments, Sections 91(a)
and 91(c) of Article 66C of the Annotated Code of Maryland (1970
Replacement Volume), title "Natural Resources," subtitle "Agri-
culture," subheading "Soil Conservation Districts," changing the
membership of the State Soil Conservation Committee; providing
that the appointment of three soil conservation district supervisors
to the Committee be made from recommendations submitted by the
district supervisors of each area to be represented; providing for
the number of terms to be served by a soil conservation district
supervisor and appointment to fill an expired term; providing for
the grouping of soil conservation districts into three geographic
areas for the purpose of determining representation on the Com-
mittee; providing for advisory, non-voting members of the Com-
mittee; providing for the organization of the Committee; and
relating generally to the laws of this State providing for the State
Soil Conservation Committee.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 91 (a) and 91 (c) of Article 66C of the Annotated Code
of Maryland (1970 Replacement Volume), title "Natural Resources,"
subtitle "Agriculture," subheading "Soil Conservation Districts," be
and they are hereby repealed and re-enacted, with amendments, to
read as follows:

91.

(a) There is hereby established, in the State Board of Agricul-
ture and the regents of the University of Maryland, to serve as
an agency of the State and to perform the functions conferred upon
it in this subheading, the State Soil Conservation Committee. The
following shall serve as members of the Committee: [The Director
of the Maryland Experiment Station, the Director of the Maryland
Agricultural Extension Service, the Director of the Maryland De-
partment of State Forests and Parks, the chairman of the State
Board of Agriculture, or other member of the Board he may desig-
nate, the dean of agriculture of the University of Maryland, the
Director of the Department of Game and Inland Fish, the Director
of the Department of Water Resources, the Director of the Depart-
ment of Chesapeake Bay Affairs, the chairman of the Maryland
State Agricultural Stabilization and Conservation Committee, United
States Department of Agriculture,] the Secretary of the Depart-
ment of Natural Resources or his designated representative, the
principal administrative officer for Agriculture Affairs at the Uni-
versity of Maryland or other University official he may designate,
the Chairman of the Maryland Agriculture Commission or other
member of the Commission he may designate, the president of the
Maryland association of soil conservation districts, and three soil
conservation district supervisors representing different geographic
areas of the State from soil conservation districts organized in Mary-
land according to the provisions of this subheading, each of whom is
[to serve for a term of one year,] to be appointed by the State
Board of Agriculture [, and the principal administrative officer for
