AN ACT to repeal and re-enact, with amendments, Sections 413 (b),
436(a), and 437 of Article 66C of the Annotated Code of
Maryland (1970 Replacement Volume), title "Natural Resources,"
subtitle "Livestock," subheadings "State Board of Agriculture,"
and "Livestock Sales," providing for a change in the officials of
the State of Maryland who may establish, maintain and enforce
quarantines, deleting the exemption of animals for immediate
slaughter from record maintenance requirements, increasing the
fee for licensure as a livestock dealer to $25.00, empowering the
State Veterinarian to refuse, suspend or revoke a livestock dealer's
license, and authorizing the State Board of Agriculture to pro-
mulgate regulations respecting sanitation on premises of licensed
livestock dealers, auction markets and sales agencies.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 413(b), 436(a), and 437 of Article 66C of the An-
notated Code of Maryland (1970 Replacement Volume), title "Natural
Resources," subtitle "Livestock," subheadings "State Board of
Agriculture" and "Livestock Sales," be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

(b) Provided, however, that whenever the establishment, main-
tenance and enforcement of a quarantine order is deemed to be
urgent and necessary for the prompt performance of the duties
specified in this section, and the State Board of Agriculture is not
then in session, the quarantine order may be established, main-
tained and enforced by the following officials, [of the University
of Maryland,] or a majority of them: (1) The Chairman of the
Board of Regents, sitting as the State Board of Agriculture; (2) the
executive officer of the State Board of Agriculture, who is the Presi-
dent of the University; (3) [the director of the Livestock Sanitary
Service; and] the Vice-President for Agricultural Affairs; (4) [the
Dean of Agriculture.] the Director of State Board of Agriculture
Programs; and (5) the State Veterinarian. Such action by these
officials, or a majority of them, shall be fully effective and applicable
in all respects as the action of the State Board of Agriculture. The
Board shall be notified of any such order at its next meeting there-
after and the order shall continue in full effect and applicability
until and unless modified or abrogated by the said officials, or a
majority of them, or by the State Board of Agriculture.

(a) It shall be the duty of each livestock auction market, live-
stock sales agency and livestock dealer to maintain a record covering
