(1) Vehicles of the police department and other city, county,
State or federal law enforcement agencies.
(2) Vehicles of duly constituted volunteer fire companies, rescue
squads, [and] fire departments and the Fire Extension Service
SERVICE EXTENSION.
(3) Ambulances.
(4) Special vehicles funded or provided by the federal or State,
STATE OR LOCAL government which are used for emergency or
rescue purposes in the various subdivisions of the State.
Only the foregoing described emergency vehicles which are desig-
nated or authorized by the Commissioner shall be entitled to the
exemptions and privileges granted elsewhere in this article.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 943)
AN ACT to repeal and re-enact, with amendments, Sections 130,
131, 132, 133, 134, 136, 137, 138 and 139 of Article 48 of the Anno-
tated Code of Maryland (1965 Replacement Volume), title "Inspec-
tion," subtitle "Maryland Pesticide Law of 1958," adding the
terms "nematode," "plant regulator," "defoliant," and "desiccant"
and their definitions; modifying the definitions of the terms "pesti-
cide," "nematocide," "active ingredient," and "misbranded";
allowing in the discretion of the State Chemist certain changes
in the labeling of products during the registration period; modi-
fying the procedure for registration of pesticides; increasing the
annual registration fee for each product registered and imposing
a terminal registration fee; providing for notice, hearing and judi-
cial review when registration is refused, suspended or cancelled;
authorizing the State Chemist to remove from sale any product
which is adulterated, misbranded or found to contaminate the
environment; providing for penalties in the event of late regis-
tration; authorizing the State Chemist to enter into agreements
with any agency of the United States and with the Association of
American Pesticide Control Officials to carry out the provisions
of the Act; amending the Maryland Pesticide Law of 1958 in order
to make certain corrections in the language and references there-
of; and relating generally to laws of Maryland providing for regu-
lation and control of pesticides.
