Public Local Laws of Charles County (1969 Edition, being Article 9
of the Code of Public Local Laws of Maryland), title "Charles
County", to follow immediately after Section 134 thereof, to be under
the new subtitle "Dogs", and to read as. follows:
Dogs
134A.
(A) Before any annual license shall be issued for any dog, the
owner thereof shall first have the dog inoculated against rabies, and
shall produce proof that the inoculation was performed within the
two year period prior to application for the license.
(B) THE CHARLES COUNTY HEALTH DEPARTMENT
SHALL HOLD ANNUAL ANIMAL RABIES CLINICS IN SEV-
ERAL LOCATIONS THROUGHOUT THE COUNTY AND SHALL
PROVIDE ANIMAL OWNERS WITH THE NECESSARY RABIES
VACCINE AT A NOMINAL COST.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 438)
AN ACT to add new Section 16 to Article 88A of the Annotated Code
of Maryland (1969 Replacement Volume), title "State Depart-
ment of Social Services," subtitle "In General," to follow immedi-
ately after Section 15 thereof, to prohibit any state, city or
county Board of Social Services or other agency from decreasing
payments made to a recipient or declaring him ineligible for
"Medicare" or "Medicaid" solely because Social Security pay-
ments made to him are increased to compensate for increases in
"the cost of living," unless federal law provides otherwise OF
ANY INCREASES IN SOCIAL SECURITY BENEFITS.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 16 be and it is hereby added to Article 88A of the
Annotated Code of Maryland (1969 Replacement Volume), title
"State Department of Social Services," subtitle "In General," to
follow immediately after Section 15 thereof, and to read as follows:
16.
Notwithstanding any Maryland law, rule, regulation or formula to
the contrary, no state, city or county Board of Social Services or other
agency shall decrease the amount of assistance paid any recipient
under any section of this Article, nor shall any such agency declare
any person ineligible or reduce his eligibility for Medical Aid Certi-
fication (commonly known as "Medicare" and "Medicaid") solely
because Social Security payments received by him are increased to
