code for each street address. The directory shall be kept current as
new street addresses are created or as existing ones are changed.
[(4) ] (5) Any board may charge reasonable fees for such maps,
[and] descriptions[.], and directories. However, these fees cannot
be in excess of the proportionate cost for production of each map,
[and] description[.], and directory. No board shall prepare any
unduly expensive maps [and], descriptions[.], and directories.
[(5)] (6) Each board shall file with the State Administrative
Board of Election Laws all maps [and], description DESCRIP-
TIONS, and directories required under this section.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 328)
AN ACT to repeal and re-enact, with amendments, Section 92(a)
of Article 77 of the Annotated Code of Maryland (1969 Replace-
ment Volume, 1970 Supplement), title "Public Education," sub-
title "Chapter 6. The Public Schools," to clarify the definition of
handicapped children; to redefine standards for the exclusion of
children from the public schools; to provide for educational pro-
grams for children who have been excluded, and relating generally
to compulsory school attendance and children excepted therefrom.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 92(a) of Article 77 of the Annotated Code of Maryland
(1969 Replacement Volume, 1970 Supplement), title "Public Educa-
tion," subtitle "Chapter 6. The Public School," is hereby repealed
and re-enacted, with amendments, to read as follows:
92.
(a) Who must attend.—Every child between six and sixteen
years of age residing in the State shall attend some public school
regularly during the entire period of each school year, unless it can
be shown that the child is elsewhere receiving regular, thorough
instruction during said period in the studies usually taught in said
public schools to children of the same age; provided that the super-
intendent or principal of any school, or persons duly authorized by
said superintendent or principal may excuse cases of necessary
absence among its enrolled pupils. The provisions of this section
shall apply to any child who has a mental, emotional or physical
handicap and who under the bylaws, rules and regulations of the
State Board of Education is educable and qualified for special instruc-
tion as provided for in this article; and provided further, that the
provisions of this section shall not apply to a child whose mental,
emotional, or physical condition is such as to render [its] his
