(a)    To inspect and copy records required by this subheading to
be kept;

(b)    To inspect, within reasonable limits and in a reasonable
manner, controlled premises and all pertinent equipment, finished
and unfinished material, containers and labelling found therein, and,
except as provided in subsection (b) (5) of this section, all other
things therein (including records, files, papers, processes, controls,
and facilities) bearing on violation of this subheading; and

(c)    To inventory any stock of any controlled dangerous sub-
stance therein and obtain samples of any such substance.

(4)    The Department and its agents shall have authority to in-
spect without a warrant books and records pursuant to this sub-
heading and to enter and conduct administrative inspections (in-
cluding seizures of property) without a warrant:

(a)    With the consent of the owner, operator, or agent in charge
of the controlled premises;

(b)    In situations presenting imminent danger to health or
safety;

(c)    In situations involving inspection of conveyances where
there is reasonable cause to believe that the mobility of the convey-
ance makes it impracticable to obtain a warrant;

(d)    In any other exceptional or emergency circumstance where
time or opportunity to apply for a warrant is lacking; and,

(e)    In all other situations where a warrant is not legally re-
quired.

(5)    Except when the owner, operator, or agent in charge of the
controlled premises so consents in writing, no inspection authorized
by this section shall extend to

(a)    Financial data;

(b)    Sales data other than shipment data; or

(c)    Pricing data.

297.

(a) Property subject to forfeiture.—The following shall be sub-
ject to forfeiture and no property right shall exist in them:

(1)    All controlled dangerous substances which have been manu-
factured, distributed, dispensed, acquired, or possessed in violation
of the provisions of this subheading;

(2)    All raw materials, products and equipment of any kind
which [or] are used, or intended for use, in manufacturing, com-
pounding, processing, delivering, importing, or exporting any con-
trolled dangerous substance in violation of the provisions of this
subheading ;

(3)    All property which is used, or intended for use, as a con-
tainer for property described in [subsections] paragraphs (1) and
(2);
