Section 1. Be it enacted by the General Assembly of Maryland,
That Section (H) subsections (1) (b) and (2) (d) of the Acts of
1969, title "General Construction Loan of 1969," subtitle "State
Department of Health," be and they are hereby repealed and that
new Section (H) subsections (1) (b) and (2) (d) be and they are
hereby enacted in lieu thereof, TO STAND IN THE PLACE OF
THE SUBSECTIONS SO REPEALED, and all to read as follows:

(H) State Department of Health:

(1)  Deer's Head State Hospital:

(b) Installation of air conditioning for hospital building...$400,000

(2)  Montebello State Hospital:

(d) Installation for air conditioning for hospital building $575,000

Sec. 2. And be it further enacted, That if any portion (word,
sentence, paragraph, provision, or section) of this Act shall be held
invalid for any reason, the remaining provisions shall remain in full
force and effect, and such invalid portion shall be considered severed
and deleted from the Act.

Sec. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all mem-
bers elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 5 (a) of
Article 66C of the Annotated Code of Maryland (1970 Replace-
ment Volume), title "Natural Resources," subtitle "In General,"
subheading "Department of Natural Resources"; to repeal and
re-enact, with amendments, Sections 154 (c) and 165 of said
Article, Code and title, subtitle "Birds, Game and Inland Water
Fish," subheading "Waterfowl and Migratory Birds"; to repeal
and re-enact, with amendments, Section 165C of said Article, Code,
title and subtitle, subheading "St. Mary's River Wild Fowl Sanc-
tuary"; to repeal and re-enact, with amendments, Section 411AB
of said Article, Code and title, subtitle "Patuxent River Water-
shed," subheading "Waste Control"; to repeal and re-enact, with
amendments, Section 411AH of said Article, Code and title, sub-
title "Severn River Watershed—Sediment and Waste Control";
and to repeal and re-enact, with amendments, Section 758 of said
Article, Code and title, subtitle "Shore Erosion Control," to correct
certain erroneous language and references.
