"III—Places of Reformation and Punishment," to change the quali-
fications of those prisoners on the "Work Release" Program who
may be granted weekend leave.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 700A (b-1) (1) of Article 27 of the Annotated Code of
Maryland (1971 Replacement Volume), title "Crimes and Pun-
ishments," subtitle "III—Places of Reformation and Punishment,"
be and it is hereby repealed and re-enacted, with amendments, to read
as follows:
700A.
(b-1) (1) Any prisoner who has participated for at least [four
(4)] two (2) months in the work release as authorized by this sec-
tion [, and any prisoner who is either serving the last two months of
his term of confinement or awaiting release after having been granted
parole,] may be granted weekend leave in this State; provided, how-
ever that the prisoner shall have the recommendation of his direct
supervisor in the work release program.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal Section 612 of the Code of Public Local Laws of
Kent County (1968 Edition, being Article 15 of the Code of Public
Local Laws of Maryland), title "Kent County," subtitle "Shoreline
Commission," abolishing the Kent County Shoreline Commission
which had the duty of regulating and determining bulkhead lines,
shorelines, and fill lines along the shorelines of Kent County and
is now regulated by the Wetlands Act of 1970.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 612 of Article 15 of the Code of Public Local Laws of
Kent County (1968 Edition, being Article 15 of the Code of Public
Local Laws of Maryland), title "Kent County," subtitle "Shoreline
Commission," be and it is hereby repealed.

(a) The Kent County Shoreline Commission is created. It shall
have five members, who shall be appointed by the County Commis-
sioners to serve for terms one, two, three, four, and five years on the
original appointment, and each subsequent appointment for a 5 year
term, or until their successors are appointed and have taken their
positions. The President of the Board of County Commissioners of
Kent County shall be an ex officio member of the Commission. From
time to time the members of the Commission shall select their Chair-
