(f) The joint budget and audit committee, by general rule, shall
establish requirements for the faithful attendance and perseverance
of its members. The failure of any member to comply with these
requirements shall be reported promptly to the President or the
Speaker, as the case may be. Upon receiving such notification, the
President or the Speaker forthwith shall notify the member that
he is removed from the committee, and another person with the
proper qualifications promptly shall be appointed in his place.
[(g) Members of the joint budget and audit committee shall re-
ceive per diem payments and compensation for expenses from Legis-
lative Council funds and according to the amounts currently estab-
lished for the Legislative Council and its committee, for each day
spent in attendance at meetings of the committee or of subcom-
mittees.]
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary .for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 232 (12)
of Article 81 of the Annotated Code of Maryland (1969 Replace-
ment Volume), as amended, title "Revenue and Taxes," TITLE
"REVENUE AND TAXES," SUBTITLE "STATE DEPART-
MENT OF ASSESSMENTS AND TAXATION," to provide that
the State Department of Assessments and Taxation shall report
annually to the General Assembly its proceedings.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 232 (12) of Article 81 of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Revenue and Taxes," SUB-
TITLE "STATE DEPARTMENT OF ASSESSMENTS AND TAX-
ATION," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

(12) Conferences with Governor, Comptroller and Treasurer.—
To confer with the Governor, Comptroller and Treasurer of this
State as to the administration of the tax laws, and to report (bien-
nially] annually to the General Assembly its proceedings with rec-
ommendations for legislation.
SEC. 2. And be it further enacted, That it is the intention of the
General Assembly that the first annual report will be made by the
Department as of January 1, 1973.
