land (1970 Replacement Volume), title "Zoning and Planning," sub-
title "Historic Area Zoning," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

8.01.

(a) The preservation of structures of historic and architectural
value TOGETHER WITH THE APPURTENANCES AND EN-
VIRONMENTAL SETTINGS is a public purpose in this State. The
board of county commissioners or county council of every county
in the State and the mayor and city council, by whatever name
known, of every municipal corporation in this State and the mayor
and city council of Baltimore City have power by ordinance or
resolution to regulate the construction, alteration, repair, moving
and demolition of such structures , THEIR APPURTENANCES
AND ENVIRONMENTAL SETTINGS within their respective
limits. Hereafter in this [section] subtitle such counties and munic-
ipal corporations are referred to as "county" or "counties" or "munic-
ipal corporation" as the case may be. The word "structure" as
used in this subtitle means a combination of material to form a
construction that is stable; including among others,
OTHER
THINGS, buildings, stadiums, reviewing stands, platforms, stagings,
observation towers, radio towers, water tanks and towers, trestles,
piers,
PAVING, BULKHEADS, wharves, sheds, coal bins, shelters,
fences and display signs;
THE TERM "STRUCTURE" SHALL
ALSO INCLUDE NATURAL LAND FORMATIONS; the term
"structure" shall be construed as if followed by the words "or part
thereof."
THE WORDS "APPURTENANCES AND ENVIRON-
MENTAL SETTINGS" SHALL INCLUDE, BUT NOT BE LIM-
ITED TO WALKWAYS AND DRIVEWAYS (WHETHER PAVED
OR NOT) TREES, LANDSCAPING, AND ROCKS. WHERE
HEREAFTER USED IN THIS SUBTITLE THE WORD "STRUC-
TURE" SHALL BE DETERMINED TO INCLUDE THE WORDS
"APPURTENANCES AND ENVIRONMENTAL SETTINGS."

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 226

(Senate Bill 247)

AN ACT to repeal and re-enact, with amendments, Section 26-11 (a)
of Article 33 of the Annotated Code of Maryland (1971 Replace-
ment Volume), title "Election Code," subtitle "Fair Election Prac-
tices," AND TO ADD NEW SUBSECTION 26-11 (E) TO THE
SAME ARTICLE, TITLE AND SUBTITLE, to provide that treas-
urers designated by a candidate for nomination or election shall
file reports of contributions and expenditures with the board at
which the candidate filed his certificate of candidacy, and gen-
erally relating to the election laws.

Section 1. Be it enacted by the General Assembly of Maryland,
