subtitle "Community Colleges," making it discretionary rather
than mandatory to include one member of the board of education
on the local board of community college trustees.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9 (b) of Article 77A of the Annotated Code of Mary-
land (1969 Replacement Volume and 1970 Supplement), title "Higher
Education," subtitle "Community Colleges," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

(b) Upon the request of a local board of education as provided in
subsection (a) of this section, a local board of community college
trustees, composed of seven members shall be appointed. The Gov-
ernor, with the advice and consent of the Senate, shall appoint the
members of said board for said county, except in Baltimore City
and such board shall be appointed by the mayor and city council.
Of the seven members first appointed to any local board, five shall
be appointed for initial terms of from one to five years, respectively,
and the sixth and seventh members shall be appointed for initial
terms of six years each. As any such appointment expires, and there-
after, the appointing authority shall; appoint a successor for a full
term of six years. The terms of office of the members of any local
board appointed by the Governor shall commence on July 1 of the
year of appointment by the Governor. If any local board has been
created prior to July 1, 1969, and the terms of its members expire
on a date other than June 30, the terms of such members shall be
extended to the June 30 following the original expiration date of
such appointment. Any member of the board may be appointed to a
successive term. Among the appointees the appointing authority
[shall] may include one member of the board of education for the
county or the board of school commissioners for Baltimore City, ex-
cept in Prince George's County where the board of trustees shall
appoint one of its members to serve as liaison to the board of educa-
tion. Any local board of trustees shall organize and select its own
chairman from time to time.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 3-831 (a)
of Article 66½ of the Annotated Code of Maryland (1970 Replace-
ment Volume), title "Vehicle Laws," subtitle "Certificates of Title
and Registration of Vehicles," subheading "Part VIII. Fees Con-
nected with Registration and Titling," to exempt certain transfers
of title from the excise tax.
