pre-trial motions, answers, and hearings shall not be later than three
months after the date of the pre-trial conference, and the date to be
established for the trial of the case shall not be later than six months
after date of the pretrial conference A JUDGE OR OTHER
DESIGNATED OFFICIAL OF THE CIRCUIT COURT OR THE
CRIMINAL COURT OF BALTIMORE CITY IN WHICH THE
MATTER IS PENDING, SHALL SET A DATE FOR THE TRIAL
OF THE CASE, WHICH DATE SHALL BE NOT LATER THAN
SIX MONTHS FROM THE DATE OF THE ARRAIGNMENT OF
THE PERSON ACCUSED OR THE APPEARANCE OR THE
APPOINTMENT OF COUNSEL FOR THE ACCUSED WHICH-
EVER OCCURS FIRST. The date established for the trial of the
matter shall not be postponed except for extraordinary cause shown
by the moving party and only with the permission of the administra-
tive judge of the court where the matter is pending.
(b) The Judges of the Court of Appeals of Maryland are author-
ized to establish additional rules of practice and procedure for the
implementation of this Section in THE CRIMINAL COURT OF
BALTIMORE CITY AND IN the various CIRCUIT courts through-
out the State of Maryland.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Section 70B to Article 41 of the Annotated
Code of Maryland (1965 Replacement Volume, 1970 Supplement),
title "Governor—Executive and Administrative Departments,"
subtitle "1. The Executive Department," to follow immediately
after Section 70A thereof, and to be under the new subheading
"Correctional Training Commission," to establish a Correctional
Training Commission, to provide for its membership and to pre-
scribe its functions and duties.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 70B be and it is hereby added to Article 41 of
the Annotated Code of Maryland (1965 Replacement Volume, 1970
Supplement), title "Governor—Executive and Administrative De-
partments," subtitle "1. The Executive Department," to follow imme-
diately after Section 70A thereof, and to be under the new sub-
heading "Correctional Training Commission," and to read as follows:

(a) Declaration of Legislative Purpose:
