"Sentence and Punishment," and to add new Section 700E to said
Article 27, subtitle "Places of Reformation and Punishment," sub-
heading "Division of Correction," to follow immediately after Sec-
tion 700D thereof; to delete certain authority of the courts over
inmates sentenced to the jurisdiction of the Division of Correction
for desertion or nonsupport; to authorize the Division of Correc-
tion to establish an "extended work release program" under which
inmates sentenced to the jurisdiction of the Division for desertion
or nonsupport may be granted the privilege of leaving actual con-
finement for the purpose of employment and living in a non-
institutional environment; to set forth the manner in which the
Division of Correction and other State agencies shall administer
and implement such "extended work release program" and to set
forth certain criteria for the program; to set forth the authority
of the Commissioner of Correction over the "extended work release
program" and over inmates who are in the program; to provide
that wilful violation by an inmate of the terms of authorization
for his release under the program shall be a misdemeanor; and re-
lating generally to inmates sentenced to the jurisdiction of the
Division of Correction for desertion and nonsupport.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 640 of Article 27 of the Annotated Code of Maryland
(1971 Replacement Volume), title "Crimes and Punishments," sub-
title "Venue, Procedure and Sentence," subheading "Sentence and
Punishment," be and it is hereby repealed in its entirety, and that
new Section 700E be and it is hereby added to said Article 27, sub-
title "Places of Reformation and Punishment," subheading "Division
of Correction," to follow immediately after Section 700D thereof,
and all to read as follows:

[640.

In the case of any person who has pleaded guilty or been found
guilty of bastardy, desertion, nonsupport of wife, children or desti-
tute parents, the Criminal Court shall have jurisdiction, power and
authority at any time before expiration of sentence, to reduce,
change, or modify said sentence upon such conditions and terms as
the court may impose, and the balance of the sentence may be sus-
pended and such person placed upon probation upon such terms
and conditions as the court may impose.]

700E.

(a)    The Division of Correction is authorized to establish an
"extended work release program" under which inmates sentenced to
the jurisdiction of the Division of Correction for desertion or non-
support of wife, children or destitute parents, may be granted the
privilege of leaving actual confinement for the purposes of working
at gainful employment within this State and/or to live in a non-
institutional environment within this State. Such program may also
include, under appropriate conditions, release of an inmate to live at
home under intensive supervision by the Division of Parole and
Probation.

(b)    It shall be the duty of the Division of Parole and Probation,
when an inmate convicted of desertion or nonsupport of wife, chil-
dren, or destitute parents, is first received at an institution of the
