14. LOCAL EXEMPTIONS.
THE PROVISIONS OF ARTICLE 27A SHALL NOT APPLY
TO ANY COUNTY WHERE THE COUNTY COMMISSIONERS,
OR THE COUNTY EXECUTIVE AND COUNTY COUNCIL,
PRIOR TO SEPTEMBER 1, 1971, SHALL DETERMINE TO AND
IN FACT SHALL IMPLEMENT OR MAINTAIN AT THE
COUNTY'S EXPENSE, A SEPARATE OR DIFFERENT SYS-
TEM FOR PROVIDING COUNSEL TO INDIGENT ACCUSED
PERSONS. ANY COUNTY WHICH DETERMINES TO IMPLE-
MENT A SEPARATE OR DIFFERENT SYSTEM MAY SUB-
SEQUENTLY RESCIND SUCH DETERMINATION AND BE
INCLUDED UNDER THE PROVISIONS OF THIS ARTICLE
UPON NOTIFICATION TO THE PUBLIC DEFENDER BY THE
COUNTY GOVERNMENT, PROVIDED, HOWEVER, THAT THE
PROVISIONS OF ARTICLE 27A SHALL NOT BECOME EFFEC-
TIVE IN A COUNTY RESCINDING ITS DETERMINATION
UNTIL SUCH DATE AS THE PUBLIC DEFENDER DETER-
MINES THAT IT IS FEASIBLE TO PROVIDE THE COUNTY
WITH SERVICES PURSUANT TO THIS ARTICLE.
Sec. 2. And be it further enacted, That this Act, excepting
Section 3 of new Article 27A of the Annotated Code of Maryland,
shall take effect January 1, 1972. Section 3 of the said new Article
27A shall take effect July 1, 1971.

AN ACT to add new Section 204F to Article 41 of the Annotated Code
of Maryland (1965 Replacement Volume, 1970 Cumulative Supple-
ment), title "Governor—Executive and Administrative Depart-
ments," subtitle "The Department of Public Safety and Correc-
tional Services," to follow immediately after Section 204E thereof,
to provide for the creation of the Inmate Grievance Commission
within the Department of Public Safety and Correctional Services,
to provide for the membership and the staff of said Commission,
to prescribe the powers, duties, and functions of the Commission,
to provide for judicial review of the decisions of Secretary of
Public Safety and Correctional Services in conjunction with in-
mate grievances or complaints, and relating generally to the estab-
lishment of the Inmate Grievance Commission.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 204F be and it is hereby added to Article 41 of the
Annotated Code of Maryland (1965 Replacement Volume, 1970 Cumu-
lative Supplement), title "Governor—Executive and Administrative
Departments," subtitle "The Department of Public Safety and Cor-
rectional Services," to follow immediately after Section 204E thereof,
and to read as follows:
