in any way whatsoever, the validity of any bonds which may have
been issued by the County under the authority of any of said Acts,
and the validity of said bonds is hereby ratified, confirmed and
approved. This Act, being necessary for the welfare of the inhabi-
tants of the County, shall be liberally construed to effect the purposes
hereof. All Acts and parts of Acts inconsistent with the provisions
of this Act are hereby repealed to the extent of such inconsistency.
Sec. 10. And be it further enacted, That this Act shall take effect
on the first day of June, 1971.

AN ACT to repeal and re-enact, with amendments, Section 67-5 of
the Code of Public Local Laws of Montgomery County (1965
Edition, being Article 16 of the Code of Public Local Laws of
Maryland), title "Montgomery County," subtitle "Title III City
Town and Village Laws," subtitle "SUBTITLE 3. Villages," sub-
heading "Martin's Additions," to increase the amount that may be
expended by the citizens' committee of Martin's Addition 1,2,3 and
4 to the Village of Chevy Chase for material or work without
advertising.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 67-5 of the Code of Public Local Laws of Montgomery
County (1965 Edition, being Article 16 of the Code of Public Local
Laws of Maryland), title "Montgomery County," subtitle "Title III
City Town and Village Laws," subtitle "Subtitle 3. Villages," sub-
heading "Martin's Additions," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
67-5.
Said citizens' committee of said Martin's Additions 1,2,3 and 4 to
the Village of Chevy Chase shall not expend for material or work, a
sum exceeding [five hundred dollars ($500.00)] fifteen hundred
dollars ($1,500.00) without having first advertised the specifications
therefor and inviting bids for the same, after which said committee
may purchase such material or make contract for such work, or
have such work done by employed labor, or otherwise, as it may
deem best; and, provided further, that said committee may make
contracts after due advertisement., for lighting or supplying said
Martin's Additions 1,2,3 and 4 to the Village of Chevy Chase with
water for periods of five years, but no longer period at a time; and,
provided further, that no member of said citizens' committee shall
furnish any supplies of any kind or contract in any manner with
said citizens' committee.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
