"Rules of the Road," be and it is hereby repealed and re-enacted
with amendments to read as follows:
11-101.
The provisions of this subtitle relating to the operation of vehicles
refer exclusively to the operation of vehicles upon highways except:
(1) Where a different place is specifically referred to in a given
section; and
(2) The provisions of Part IX of this subtitle and Subtitle 10
shall apply upon highways and elsewhere throughout the State.
(3) In Allegany, Anne Arundel, Baltimore, Carroll, Cecil,
Charles, Frederick, Howard, Prince George's, St. Mary's, Talbot
and Washington counties any person operating a motor vehicle
on private property which is used by the public in general in vio-
lation of the provisions of this subtitle shall be deemed in violation
of the law to the same extent as if the motor vehicle were being
operated on a public highway and the violation carries the same
penalty.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Section 8-27A to the Code of Public Local
Laws of Washington County (1970 Edition, being Article 22 of
the Code of Public Local Laws of Maryland), title "Washington
County," subtitle "County Commissioners," subheading "General,"
to follow immediately after Section 8-27 thereof; to empower and
authorize the County Commissioners of Washington County to
sponsor, construct, operate, maintain and finance certain federally
assisted watershed projects.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 8-27A be and it is hereby added to the Code of
Public Local Laws of Washington County (1970 Edition, being
Article 22 of the Code of Public Local Laws of Maryland), title
"Washington County," subtitle "County Commissioners," subhead-
ing "General," to follow immediately after Section 8-27 thereof,
and to read as follows:
8-27A.
The County Commissioners of Washington County are authorized
and empowered to:
(1) Carry out, construct, operate, and maintain any works of
improvement for flood prevention or the conservation, development,
