[(1) In said county there shall be a Washington County plumb-
ing board which shall consist of three members. One of the members
shall be a person who is a master plumber residing in Washington
County and shall be appointed annually by the County Commissioners
of Washington County. The compensation of such member shall
be fixed from time to time by the County Commissioners, which
said compensation shall be paid from the fees of applicants for
certificates and permits and shall not exceed the sum or sums so
collected. One member of the board shall be the Washington County
health officer, who shall receive no additional compensation for
his services under this section. The remaining member of the
board shall be a citizen of Washington County living outside the
city limits of Hagerstown and shall be appointed annually by the
County Commissioners of Washington County and whose com-
pensation shall be fixed from time to time by the County Commis-
sioners, which said compensation also shall be paid as far as possible
from the fees of applicants for certificates or permits.]
(1) There shall be a Washington County plumbing board which
shall consist of five members. Two of the members shall be master
plumbers residing in the county, and they shall be appointed an-
nually by the County Commissioners of Washington County. The
County Commissioners shall also select annually two members from
among the residents of the county. The compensation of these
four members shall be as provided by the County Commissioners
and each member shall receive the same amount of compensation.
The compensation shall be paid, to the extent possible, from the
fees of applicants for certificates or permits. The Washington County
health officer shall be the fifth member of the board, and he shall
receive no additional compensation for serving as a member of
the board.
The Washington County plumbing board shall have the sole
power to grant certificates and permits to persons desiring to
work at the plumbing business in Washington County in the same
form and manner as certificates and permits are granted by the
State Board of Commissioners of Practical Plumbing. Said board,
subject to the approval of the County Commissioners of Washington
County, shall have the power and are hereby authorized to make
such rules and regulations for the issuance of certificates or permits,
the examinations of applicants therefor, the entrance into plumbing
work, the plumbing trade or business in Washington County and
the conduct thereof, as it may deem necessary for the protection
of the public health, welfare, and safety, and shall have and
exercise in Washington County the same authority and power con-
ferred upon the State Board of Commissioners of Practical Plumbing,
by this subtitle. Any person who holds a certificate or permit
heretofore issued by the State Board of Commissioners of Practical
Plumbing or any person who has been actively engaged in the
plumbing business for the past five (5) years as of June 1, 1963,
and who is engaged in the plumbing business in Washington County
at the time of making application, shall be eligible to apply to the
Washington County plumbing board for examination for a master
plumber's certificate. Said applicant shall state where he desires
to engage in the plumbing business, and any such person who
can meet the requirements of the Maryland State Board of Com-
missioners of Practical Plumbing, shall have and exercise all the
