Section 1. Be it enacted by the General Assembly of Maryland,
That subsection (d) of Section 2 of Chapter 740 of the Acts of 1968
be and it is hereby repealed and re-enacted, with amendments, to read
as follows:

(d) The rate or rates of interest to be paid in connection with
the bonds to be issued at any particular time, (not exceeding in any
case five per centum (5%) per annum] which interest shall be pay-
able semi-annually.

Sec. 2. And be it further enacted, That nothing contained in this
Act shall be taken or construed to:

(a)    Change, alter or modify any of the terms and provisions of
any of the legislation hereinbefore mentioned, except in the manner
and to the extent specifically set forth herein; and

(b)    Change, alter, modify or release any of the obligations or
liabilities which the Mayor and City Council of Baltimore has in-
curred or may incur under the terms and provisions of any certifi-
cates of indebtedness which the Mayor and City Council of Balti-
more has heretofore issued and sold pursuant to the legislation here-
inbefore mentioned.

Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 158
(House Bill 741)

AN ACT to repeal Section 225 of the Code of Public Local Laws of
Harford County (1965 Edition, being Article 13 of the Code of
Public Local Laws of Maryland), title "Harford County," subtitle
"County Commissioners," to terminate the existence of the Capital
Improvements Commission in Harford County, and generally relat-
ing thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 225 of the Code of Public Local Laws of Harford County
(1965 Edition, being Article 13 of the Code of Public Local Laws of
Maryland), title "Harford County," subtitle "County Commis-
sioners," be and it is hereby repealed.

[225. Capital Improvements Commission.

(a) The Harford County Capital Improvements Commission is
hereby established and it shall be composed of five Harford County
resident taxpayers appointed by the County Commissioners for terms
concurrent with those of the appointing Commissioners. The mem-
