such member may be removed by the Governor at any time prior to the
expiration of his term.

(c)    Meetings; housekeeping, secretarial and consultant services;
reports.—The Council shall meet at least every third month in each
year, and special meetings may be held at the call of the chairman.
The [Authority] Administration shall provide housekeeping, secre-
tarial and consultant services to the Council. The Council shall sub-
mit an annual report to the Governor , the Secretary of Health and
Mental Hygiene,
and the legislature.

(d)    Expenses; members appointed from outside State govern-
ment not deemed State employees.—The members of the Council shall
receive no compensation for their services but shall be reimbursed
for all expenses actually and necessarily incurred by them in the
performance of their duties as herein set forth within the amount
made available by appropriation therefor. The members of the Coun-
cil appointed from outside State government shall not be deemed State
employees.

(e)    Duties.—The council shall have no executive or appointive
duties. It shall advise the Governor , the Secretary of Health and
Mental Hygiene,
and the [Authority] Administration in connection
with:

(1)    Formulation of a comprehensive plan for long-range develop-
ment through the utilization of federal, State, local and private re-
sources of adequate services and facilities for the prevention and con-
trol of drug addiction, diagnosis, treatment and control of drug
addicts and the revision from time to time of such plan.

(2)    The promotion, development, establishment, coordination and
conduct of unified programs for education, prevention, diagnosis,
treatment, rehabilitation and control in the field of drug abuse in
cooperation with other federal, State, local and private agencies.

(3)    The evaluation of existing and planned programs and facil-
ities administered by the [Authority] Administration.

4. [Drug Abuse Authority—Creation and composition; appoint-
ment and terms of members; vacancies; reappointment; compen-
sation; removal; Director; reports] Reports.

[(a) Creation and composition; appointment and terms of mem-
bers; vacancies; reappointment.—There is hereby created in the De-
partment of Mental Hygiene the Drug Abuse Authority. The Au-
thority shall consist of three members who shall be appointed by the
Governor with the advice of the Commissioner of the Department of
Mental Hygiene, and by and with the advice and consent of the Senate.
The term of office of each such member shall be for four years; pro-
vided that the members first appointed shall serve for terms of two,
three, and four years, respectively, from January first next succeed-
ing their appointment, and provided further, that any member ap-
pointed to fill a vacancy occurring otherwise than by expiration of
terms shall be appointed for the remainder of the unexpired term
of the member whom he is to succeed. An appointee shall be eligible
for reappointment.]

[(b) Compensation.—The members of the Authority shall de-
vote their whole time and capacity to their duties as such members.
They shall receive an annual salary to be fixed by the Governor within
