years; and except further that no sentence for life or term of years
may be increased to death by the panel with or without holding a
hearing. The decision of the panel in each review shall be rendered
by a majority of the members of the panel and shall be rendered
within thirty days from the filing date of the application for review.
If the panel orders any different sentence, the panel shall resentence
and notify the convicted person in accordance with the order of the
panel. Time served on any sentence under review shall be deemed to
have been served on the sentence substituted.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 131
(House Bill 210)

AN ACT to repeal and re-enact, with amendments, Section 260 (c)
of Article 56 of the Annotated Code of Maryland (1968 Replace-
ment Volume and 1970 Supplement), title "Licenses," subtitle
"Home-Improvement Law," to provide that a license or person
subject to licensing under the home improvement law shall not be
eligible to apply for a license for six months following revocation
or denial of his license.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 260 (c) of Article 56 of the Annotated Code of Maryland
(1968 Replacement Volume and 1970 Supplement), title "Licenses,"
subtitle "Home-Improvement Law," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

260.

(c) If the license is refused, the applicant may, within 10 days
from the date a notice of refusal is mailed, request a hearing. Said
hearing must be held within 30 days from the date of the request,
and the Commission must render its decision within 20 days follow-
ing the hearing; but whenever the license of an applicant has been
revoked or denied after hearing, he shall not be eligible to apply for a
license for six months following such revocation or denial.

Sec. 2. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of
this Act are repealed to the extent of the inconsistency.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1971.
