may be compensated therefor in accordance with such rules and
procedures as may be promulgated by the Commissioner and
approved by said Board of Estimates.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 126
(House Bill 184)

AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding Six Million Dollars
($6,000,000.00), the proceeds derived from the sale of the certifi-
cates of indebtedness to be used for reconstructing, modernizing,
improving, enlarging and equipping the incinerator plant known
as Incinerator No. 4 located on Pulaski Highway in the City of
Baltimore, and in connection with the operation of said incinerator
plant to construct, erect, establish, acquire and equip auxiliary
facilities to dispose of incinerator residues, unincinerated solid
wastes and bulky solid wastes, and to reclaim salvageable solid
wastes, and for the acquisition by purchase, condemnation or any
other legal means of land or property, or any rights therein,
located either within or outside the boundary lines of Baltimore
City, for or in connection with any of the forementioned things or
operations, and for doing any and all things necessary, proper
or expedient in connection with or pertaining to any or all of the
matters or things hereinbefore mentioned; PROVIDED, HOW-
EVER, THAT NO PART OF THE SAID PROCEEDS SHALL
BE USED FOR CAPITAL IMPROVEMENTS TO THE FACIL-
ITY KNOWN AS THE REEDBIRD AVENUE INCINERATOR;
AND PROVIDED FURTHER THAT NOTHING CONTAINED
IN SECTION 3 (b) OF THIS ACT SHALL BE CONSTRUED
TO AUTHORIZE THE MAYOR AND CITY COUNCIL OF
BALTIMORE TO CONDEMN ANY LAND OR PROPERTY, OR
ANY RIGHTS THEREIN, LOCATED OUTSIDE THE BOUND-
ARY LINES OF BALTIMORE CITY OR TO PURCHASE ANY
LAND LOCATED OUTSIDE THE BOUNDARY LINES OF
BALTIMORE CITY THAT IS NOT CONTIGUOUS WITH LAND
ALREADY OWNED BY THE MAYOR AND CITY COUNCIL
OF BALTIMORE AND USED IN CONJUNCTION WITH THE
PLANT KNOWN AS INCINERATOR NO. 4.

Section 1. Be it enacted by the General Assembly of Maryland,
That:

(a) The Mayor and City Council of Baltimore be and it is hereby
authorized to create a debt, and to issue and sell its certificates of
indebtedness (hereafter called "bonds") as evidence thereof, to an
amount not exceeding Six Million Dollars ($6,000,000.00), the pro-
ceeds derived from the sale thereof to be used for the purpose or
purposes hereinafter mentioned, but said debt shall not be created
