Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 119
(House Bill 105)

AN ACT to repeal Chapter 741 of the 1970 Laws of Maryland, and
to repeal Sections 21, 31, 33, 35(a), 35(d), 67(1), 67(2), 67(3),
67(16), and 67(4) of Article 101 of the Annotated Code of Mary-
land (1964 Replacement Volume and 1970 Supplement), title
"Workmen's Compensation," subtitles "Application of Article;
Extra-Hazardous Employments," and "Miscellaneous," respective-
ly, and to enact new Sections 21, 31, 33, 35(a), 67(1), 67(2), 67(3)
and 67(4), to stand in place of the sections repealed, all to revise
the requirements for coverage of employees under this Article;
to change the definitions of employment, employer and employee;
to repeal the section which applies to coverage of prisoners engaged
in employment in certain counties; to repeal the section which
defines employment under certain conditions and generally to re-
enact Chapter 741 as enacted by the 1970 Session of the General
Assembly.

Section 1. Be it enacted by the General Assembly of Maryland,
That Chapter 741 of the 1970 Laws of Maryland, Sections 21, 31,
33, 35(a), 35(d), 67(1), 67(2), 67(3), 67(16), and 67(4) of Article
101 of the Annotated Code of Maryland, (1964 Replacement Volume
and 1970 Supplement), title "Workmen's Compensation," subtitles
"Application of Article; Extra-Hazardous Employments," and "Mis-
cellaneous," be and they are hereby repealed; and that new Sections
21, 31, 33, 35(a), 67(1), 67(2), 67(3), and 67(4), be and they are
hereby enacted to read as follows:

21.

(a)    Coverage of Employers. The following shall constitute em-
ployers subject to the provisions of this Act:

(1)    Every person that has in the State one or more employees
subject to this Act.

(2)    The State, any agency thereof, and each county, city, town,
township, incorporated village, school district, sewer district, drain-
age district, public or quasi-public corporation, or any other political
subdivision of the State that has one or more employees subject to
this Act.

(b)    Coverage of Employees. The following shall constitute em-
ployees subject to the provisions of this Act, except as exempted
under subsection (c) of this section:

(1) Every person, including a minor, whether lawfully or unlaw-
fully employed, in the service of an employer under any contract of
hire or apprenticeship, express or implied, and all helpers and assist-
