sewer or water or drainage facilities are needed and can be sup-
plied by the Commission on a self-supporting basis, the Commission
with the approval of the County Commissioners may prescribe
boundary lines to encompass the densely populated areas, and it
may refer to the area as a sanitary sub-district. In that district,
in lieu of front-foot assessments, the Commission may impose an
equal benefit assessment on each of the properties, or a benefit
assessment on each of the properties calculated by a square foot-
age benefit standard, which assessments shall be in whatever amount
is required to pay the total cost of providing and installing the
public utilities for the sanitary sub-district. Procedures as to public
hearings, approval of the County Commissioners, and the assess-
ments shall be conducted in the same manner as provided in Section
448. Should any lot owner in that sanitary sub-district divide his
lot, and water or sewer services be provided therefor, the same
assessment shall be imposed as on other properties.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 446 of
the Code of Public Local Laws of Harford County (1965 Edition,
being Article 13 of the Code of Public Local Laws of Maryland),
title "Harford County", subtitle "Metropolitan Commission", as
added by Chapter 469 of the Acts of 1969, to provide for loans to
the Metropolitan Commission by the Harford County Commis-
sioners or by Banks and relating generally to loans to the Metro-
politan Commission of Harford County, and to clarify the lan-
guage therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 446 of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County", subtitle "Metropolitan
Commission", as enacted by Chapter 469 of the Acts of 1969, be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:
446.
(a) For the purpose of assisting the construction of needed
sanitary facilities, the County Commissioners may make loans to the
Commission under appropriate written agreements for repayment.
The County Commissioners may make general fund appropriations
or borrow funds for this purpose, upon [such] whatever terms and
conditions as they deem right and proper.
(b) The Metropolitan Commission may borrow [direct] directly
from any bank or trust company, on short term notes signed by
