Administration, and, when applicable, the effect on air and water
pollution. The said public hearing shall be advertised in a newspaper
of general circulation in the area affected once in each of the two
successive weeks immediately prior to the hearing. In no event shall
an electric company construct, or be authorized by the Commission
to construct, such an overhead transmission line in line with, and
within one mile of, either end of any public airport runway. A pri-
vately owned airport runway shall qualify as a public airport run-
way within the meaning of this section only when it shall have been
on file with the Federal Aviation Administration for a period of two
years as being open to the public without restriction. As used in this
section, the term "construction" is defined to include all types of
grading, excavation or other preparation of the site, the fabrication
of any component part or the placing of an order for any component
part whether to be manufactured within Maryland or outside of the
State. MEANS ANY CLEARING OF LAND, EXCAVATION, OR
OTHER ACTION THAT WOULD AFFECT THE NATURAL EN-
VIRONMENT OF THE SITE OR ROUTE OF BULK POWER
SUPPLY FACILITIES, BUT DOES NOT INCLUDE CHANGES
NEEDED FOR TEMPORARY USE OF SITES OR ROUTES FOR
NON-UTILITY PURPOSES, OR USES IN SECURING GEOLOGI-
CAL DATA, INCLUDING NECESSARY TEST BORINGS TO
ASCERTAIN FOUNDATION CONDITIONS.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(Senate Bill 245)
AN ACT to add a new Section 9.01 to Article 66B of the Annotated
Code of Maryland (1970 Replacement Volume), title "Zoning and
Planning," to follow immediately after Section 8.15 thereof and
to be under the new subtitle "Transitional Provisions," establish-
ing certain transitional and temporary provisions and procedures
with respect to any planning and zoning commission, Board of
Appeals or Historical District Commission AND THEIR ACTIONS
and with respect to certain plans, ordinances and maps, regula-
tions and ordinances under said Article 66B, all with particular
respect to the revision of these Articles by Chapter 672 of the
Acts of 1970 or other amendments and with respect to the con-
tinued effect and status thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9.01 be and it is hereby added to Article 66B of
the Annotated Code of Maryland (1970 Replacement Volume), title
"Zoning and Planning," to follow immediately after Section 8.15
thereof and to be under the new subtitle "Transitional Provisions,"
to read as follows:
