An Act to repeal and re-enact Section 103 of Article 23 of the Code of
Public Local Laws of Maryland (1965 edition being Article 23 of the Code
of Public Local Laws of Maryland) title, "Appropriations; conditions,"
authorizing an annual appropriation to the several fire companies of
Wicomico County and to the City of Salisbury for fire support.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
WICOMICO COUNTY, MARYLAND, that Section 103 entitled "Appro-
priations; conditions" be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

103. Appropriations; conditions.

The County Council of Wicomico County is hereby authorized to
appropriate and levy annually a sum not to exceed [Five Thousand
Dollars ($5,000.00)] FIVE THOUSAND FIVE HUNDRED DOLLARS
($5,500.00) to each of the several Volunteer Fire Companies in said
County, and to be used for the general maintenance of said Volunteer Fire
Companies in said County, including the purchase and repairing of fire
apparatus and all other equipment of every kind and character; provided,
however, that no payments shall be made to any company or department
which has any resolution or regulations limiting the territory within which
it will respond to calls. Each Volunteer Fire Company receiving any of
the above funds shall submit an annual report to said County Council,
giving a detailed statement of the expenditures of said fund or funds,
and no payment shall be made to any Volunteer Fire Company until it
shall have submitted such report showing the expenditures of said fund
for the preceding year. Any newly organized volunteer fire company in
said County shall receive such appropriation only upon the written rec-
ommendation of the fire marshal of said County.

Said County Council is further authorized to appropriate and levy
annually a sum not to exceed [Twenty-Five Thousand Dollars
($25,000.00)] TWENTY-SEVEN THOUSAND FIVE HUNDRED DOL-
LARS ($27,500.00) to be paid to the City of Salisbury to be used for
the support of the fire companies of said city.

Section 2. AND BE IT FURTHER ENACTED, that this Act, having
been passed by the County Council of Wicomico County at its Legislative
Session of June, 1970, shall take effect August 1, 1970, unless a proper
petition for referendum thereof shall be validly filed prior to said date, in
which event this Act shall not take effect until the expiration of thirty
(30) days following approval of this Act by a majority of the qualified
voters of the County voting in any such referendum.
