Wicomico County                                  2451

County, Maryland, be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

Section 404 "Veto."

[To guard against hasty legislation and] TO afford the people of the
County adequate opportunity to express their will, no bill, except emer-
gency measures as provided in Article III, Sec. 308(g) of this Charter, shall
become law until [45] SIXTY days following the close of the Legislative
Session. Within [the 45] THIRTY (30) days [aforesaid] FOLLOWING
THE CLOSE OF THE LEGISLATIVE SESSION, any person shall have
the right to petition the County Council, or on written application to
appear in person before it in Executive Session, and state his reasons why
the bill should not become law. Prior to the expiration of said [45]
THIRTY (30) day period, the County Council in Executive Session shall
have the right, as the chief executive authority of the County, by the
affirmative vote of four members, to veto a bill; and if vetoed, the bill
shall not become law. If not vetoed, the bill shall become law on said
[45th] SIXTIETH (60TH) day next following the last day of the Legis-
lative Session in which passed, unless the bill is subjected to a valid
referendum under this Charter. In the latter event, the bill shall become
law on the 30th day following approval by the voters at the election, but
not otherwise. Emergency measures may be vetoed in the same manner
as hereinbefore provided, except such laws shall be effective until the date
of veto, and subject to referendum as provided in Article III, Sec. 309.

Section 2. AND BE IT FURTHER ENACTED, that this Act, having
been approved by not less than four members of the County Council of
Wicomico County, said proposed amendments shall be published by the
Administrative Director in one or more newspapers of general circulation
in Wicomico County once each week for five successive weeks prior to
the next General election or Congressional election occurring after the
passage hereof and at said election the question shall be submitted to the
voters of the County and if at said election the majority of the votes cast
on the question shall be in favor of the herein proposed amendments, such
amendments shall stand adopted and become a part of the Charter of
Wicomico County, Maryland, from and after the thirtieth day following
said election in accordance with Article XI, Section 1102 of the Charter
of Wicomico County, Maryland.
