11.7 Enrollment of Laws.
A bill enacted by the County Council shall become law upon approval
by signature of the County Executive, or a bill enacted by the County
Council shall become law on the 14th day after its enactment when it
has been neither approved nor disapproved by the County Executive, or a
bill shall become law immediately upon the overriding of the Executive
veto by the Council. A law shall become effective on the 76th day after
approval of the County Executive, or on the 76th day after the veto of the
County Executive is overridden by the County Council, or on the 90th
day after its enactment if the County Executive neither approves nor dis-
approves the bill. When a bill is enacted by the affirmative vote of five
members and contains a section declaring that it is necessary for the im-
mediate protection of public health or safety, the bill shall become law
immediately upon approval of the County Executive, or on the 14th day
after enactment if the County Executive neither disapproves nor approves,
or immediately upon overriding of the Executive veto by the Council,
and the law shall immediately be in effect.
In the event a valid referendum petition shall be filed with the Board
of Supervisors of Elections, a bill shall become effective as provided for in
Section 115, titled "Referendum Procedure," of the Charter.
11.8 Legend on Enrolled Law.
An enrolled law and true copies shall contain in succinct form on the
face of the bill in an appropriate place the bill number, chapter number,
date introduced, date enacted, date approved by County Executive or date
of disapproval; if disapproved, date of override of veto, if any; effective
date.
Section 12. CONSIDERATION OF RESOLUTIONS.
12.1 Consideration of Resolutions.
On call of resolutions for final passage, resolutions eligible for passage
shall be called in the order as they appear on the agenda. The resolution
shall be read by subject matter only, provided, however, that at the request
of any member, it shall be read once (and only once) for amendment before
vote on final passage. Vote on final passage shall be by voice vote by yeas
and nays but any member may ask for a vote by call of the roll. Reso-
lutions shall be effective immediately upon adoption unless another effec-
tive date is stated in the resolution.
Section 13. SUPPRESSION OF A BILL OR RESOLUTION.
13.1 Suppression of a Bill or Resolution.
A bill or resolution introduced by a member(s) in compliance with
Section 8 of these rules may be either suppressed or postponed indefinitely
without the Council conducting a public hearing on said bill or resolution.
13.2 Manner of Suppression.
Whenever a bill or resolution is introduced, any member may, at any
time before a date for a public hearing has been set, object to the con-
sideration of the bill or resolution. This objection shall not require a
second but shall be debatable. The President shall put the question:
"Will the Council consider this bill (or resolution)?" If decided in the
negative by a majority vote of the members, the measure is immediately
dismissed, and cannot be again introduced until the next legislative session
