2426                               County Local Laws

Section 10. FORMS OF RESOLUTIONS.
10.1 Heading.

The heading of a resolution shall be as follows:

Be It Resolved by the County Council for Montgomery County, Maryland,
that—

10.2 Legend on Adopted Resolution.

After adoption by the Council, the resolution in its adopted form
shall contain the Secretary's signature and shall further have on the
face in succinct form the resolution number, date introduced, date adopted,
and effective date.

Section 11. CONSIDERATION OF BILLS

11.1    Reading of Bills.

There shall be a first reading and a final reading. A bill shall be
read by number and title only when introduced, and on final reading, a bill
shall, at the request of any member be read once (and only once),
section by section, for amendment before vote on final passage, and, if
amended, shall, at the request of any member, be read as amended once
before vote on final passage. Upon a motion by any member, by unanimous
vote of those present, reading of a bill, amendment or a title may be
waived at any time.

11.2    Reprinting of Bills.

After introduction, a bill may be reprinted as amended or amend-
ments may be offered in printed, typewritten, or in oral form to be
reduced later to writing.

11.3    Call of Bills for Final Reading.

On call of bills for final reading, bills eligible for passage shall be
called in order of number (starting with the lowest number), except that
on call for final reading and when no other bill is undergoing final read-
ing at the time, a bill may by majority vote be made a special order for
immediate reading.

11.4    Voting.

Vote on final passage of a bill shall be on roll call by yeas and nays.
Passage shall require the affirmative vote of four members, except pas-
sage of emergency legislation, which shall require the affirmative vote of
at least five members. Any vote on any legislation shall be recorded by
the Secretary in the journal of the Council.
