journal of all legislative sessions of the Council. The copies of the minutes
and journal shall be in printed or typewritten form and sufficient number
of copies shall be reproduced to meet all reasonable public requests for
copies in addition to a true copy being made available to any members of
the public for reading at the office of the Secretary.
1.9 Permanent Records.
The Secretary shall maintain the permanent journal of legislation,
which journal shall contain the proceedings of the Council in legislative
session. The Secretary shall maintain a permanent record of every law as
finally passed and enrolled. The Secretary shall also maintain a permanent
record of all minutes and proceedings of the Council, including a per-
manent file of resolutions and a permanent file of ordinances enacted by
the Council. The Secretary shall be responsible for maintaining in a
secure, fire-protected storage area all current and prior permanent records
of the Board of County Commissioners, and of the County Council, to-
gether with true and exact copies of all rules and regulations adopted by
the County Council or adopted by the County Executive, the Board of
Health or any other body or person authorized to adopt laws, rules,
regulations and orders of a permanent nature. Microfilm of records shall
be maintained in a separate, locked fire proof place and a copy shall be
filed under regulations of the State of Maryland Hall of Records Com-
mission.
Section 2. LEGISLATIVE SESSIONS; OTHER MEETINGS; NEWS
MEDIA; PUBLIC PARTICIPATION; NOTICE; SIGN LIM-
ITATION; WILLFUL DISTURBANCE.
2.1 Legislative Sessions and Meetings.
The first three Tuesdays of each month and such additional days as
the Council may determine are designated as days for the enactment of
legislation, but in no event shall the Council sit for more than forty-five
days in each year for the purpose of enacting legislation. The Council
shall meet at such times as it may determine for the conduct of other
business and hearings. The Council may adopt rules and regulations which
implement or provide for the administration or execution of legislation
under such procedures and provisions for notice and hearing prescribed
herein or as otherwise prescribed by law. No business shall be transacted,
or any appointments made, or nominations confirmed, except in public
session.
2.2 Time of Legislative Session.
The time of convening of any legislative session shall be 1:30 p.m.,
unless otherwise previously determined by the Council.
2.3 Quorum.
A majority of the members in office shall constitute a quorum for a
legislative session or other business.
2.4 Location of Sessions and Meetings.
All sessions and meetings will be held at the County Council Hearing
Room, County Office Building, Rockville, Maryland, unless some other
place has been designated.
2.5 News Media Participation.
Reasonable seating facilities shall be provided for representatives of
news media at all sessions and public meetings, and such representatives
