2-70. Adoption of rules and regulations.
In order to carry out the objectives of this Article, the County Execu-
tive is hereby authorized, pursuant to the procedures prescribed by law to
adopt and amend, from time to time, rules and regulations for the govern-
ment and use of all land, buildings and other recreational facilities acquired
or constructed by, or committed to the care or supervision of, the County
hereunder. Such rules and regulations may include provisions limiting the
use of any such recreational facility for reasons of health, safety, comfort
or morals, for fees for the use of any such facility or service in connection
therewith; provided, that such fees shall not exceed the cost of providing
the same, for the issuance of permits by the Director of Recreation to
individuals or groups of individuals for the use of any such facility, which
permits may grant exclusive use thereof or limit the permittee to a particu-
lar area or facility.
Section 2. This Act shall take effect on December 7, 1970.

An Act to amend Chapter 95, titled "Plumbing and Gas Fitting,"
of the Montgomery County Code 1965, by repealing and re-enacting,
with amendments, subsection (a) of Section 95-4 titled "Same—
Certain terms defined," to provide that wherever the word "commis-
sion" is used as pertaining to enforcement or regulation in regulations
adopted pursuant to Chapter 95, it shall be deemed to mean the
County Executive or the Director of the Department of Inspection
and Licenses.
Be It Enacted by the County Council for Montgomery County, Mary-
land, that—
Section 1. Subsection (a) of Section 95-4, titled "Same—Certain
terms defined," of the Montgomery County Code 1965, is hereby repealed
and re-enacted, with amendments, to read as follows:
95-4. Same—Certain terms defined.
(a) Commission. Wherever, in the regulations adopted by Section
95-2 of this Code the word "commission" is used in the sense of a water
supply and sewerage service public utility, the word shall include any other
authorized water and sewer public utility within the County, either now
operating or hereafter created. Where the word "commission" is used in
the sense of a governing body of a municipal corporation, it shall mean
the County Council or County. Where the word "commission" is used in
the sense of an enforcement or inspection agency or as an administrator
of regulations, it shall mean the County Executive or the Director of the
Department of Inspection and Licenses and their authorized agents.
Section 2. Effective date.
This Act shall take effect on December 7, 1970.
