the northwest corner of the property of the Chevy Chase Land Company;
thence in a southerly direction and with the westerly line of the property
of the Chevy Chase Land Company to the southwest corner of the said
property of the Chevy Chase Land Company; thence in an easterly direc-
tion and with the southerly line of the property of the said Chevy Chase
Land Company, crossing the right of way of the Metropolitan Southern
Branch of the Baltimore and Ohio Railroad Company to the northeast
corner of the property of Mary E. Patten, et al; thence southwesterly and
with the westerly line of the property of the said Chevy Chase Land Com-
pany, crossing the East-West Highway, and with the westerly boundary
line of Chevy Chase Section 4-B, to the northern boundary of the special
taxing area of Section Four of the Village of Chevy Chase, Maryland;
thence westerly and southerly along the northern and western boundaries
of the said Section Four taxing area and across Bradley Lane to the north-
ern boundary of the Chevy Chase Club; thence following the boundaries of
the said Chevy Chase Club in a clockwise direction to the southwest corner
of the said Chevy Chase Club; thence west to the center line of Wisconsin
Avenue, thence southerly along the center line of Wisconsin Avenue to the
place of beginning, the council is hereby authorized and empowered to levy
annually against all of the real and personal property within the area a tax
sufficient, on each one hundred dollars of the assessable value of the real
and personal property within such area, to pay the annual requirements
or expenditures necessary to establish, maintain and operate the fire depart-
ment, the tax to be determined, levied, collected and paid over in the follow-
ing manner: No later than February 1st of each year the director of
finance of the county may certify to the Chevy Chase Fire Department, Inc.,
or its successor, the whole assessable value of the real and personal property
within such area.

"(b) The Chevy Chase Fire Department, Inc., or its successor, shall
then determine the amount necessary to be raised for the ensuing year to
establish, maintain and operate the fire department, and then after deter-
mining the number of cents for one hundred dollars of assessable value
necessary to raise the required amount for the ensuing year shall certify
the same to the council, together with its proposed operating and capital
budget no later than February 15 of each year. The council, in its next
annual levy, is herewith authorized to levy such tax or such part thereof
as in its judgment is needed to provide adequate fire protection in the area
described in this chapter on all land and improvements and any other prop-
erty assessed for county tax purposes within the area, provided that the
council shall not levy such tax at a rate which would produce less than the
amount so certified by the Chevy Chase Fire Department, Inc., as necessary
to maintain, equip and operate the fire department, without a previous
public hearing to determine the necessity of any proposed reduction of the
amount so certified by the fire department, and the tax so levied shall be
collected as county taxes now are or may be hereafter by law levied and
collected, and have the same priority rights, bear the same interest and
penalties in every respect be treated the same as county taxes. The taxes
so levied for the ensuing year shall be collected by the tax collecting
authorities of the county and every sixty days they shall remit the whole
amount of the taxes so levied and collected to the treasurer of the Chevy
Chase Fire Department, Inc., or its successor, upon the treasurer giving
a corporate bond to the county, to be approved by the county manager and
the county attorney in a penal sum to be fixed by them, conditioned upon
the faithful discharge of the duties of the treasurer. From the money so
received the treasurer of the Chevy Chase Fire Department, Inc., or its
successor, shall pay all proper costs, expenses, claims and demands includ-
