NERSHIP OR CORPORATION, WHETHER PUBLIC OR PRIVATE,
VIOLATING OR THREATENING VIOLATION OF ANY PROVISION
OF THIS ACT.
3.503—Severability
In the event any portion of this Act shall be declared illegal, the
remaining portions shall continue in full force and effect until otherwise
changed.
Section 2. Be it further enacted by the County Council of Howard
County, Maryland, That this Act shall take effect sixty (60) days after its
enactment.

An Act to enact new Sections 22.200 through 22.206 inclusive of
Title 22, "General Provisions, Penalties and Rules of Construction,"
sub-title "Administrative Procedure" of the Howard County Code, to
provide for the adoption of rules, the adjudication of issues, the con-
duct of hearings, and the preparation of decisions and orders and
generally relating to the procedure before all administrative agencies
of the County.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, That Sections 22.200, 22.201, 22.202, 22.203, 22.204, 22.205 and
22.206 be and the same are hereby added to Title 22 of the Howard County
Code, "General Provisions, Penalties and Rules of Interpretation," sub-
title, "Administrative Procedure Act," to read as follows:
22.200—General
This Act may be cited as the "Howard County Administrative Pro-
cedure Act."
22.201—Definitions—for the purposes of this subtitle:
(a) "Agency" means any County board, commission, department,
or officer authorized by law to make rules or to adjudicate contested
cases, except those in the legislative or judicial branches, and shall include,
but not by way of limitation, the Board of Appeals, the Board of Health,
the Board of License Commissioners, the Zoning Board, the Personnel
Board, the Public Works Board, the Planning Board, the Recreation and
Parks Board and the Appeal Tax Court.
(b) "Person and Party"—"Person" includes individuals, partner-
ships, corporations, associations or public or private organizations of any
character other than agencies. "Party" includes any person or agency
named or admitted as a party or properly seeking and entitled as of right
to be admitted as a party, in any agency proceeding; but nothing herein
shall be construed to prevent an agency from admitting any person or
agency as a party for limited purposes.
(c) "Rule" includes every regulation, standard or statement of policy
or interpretation of general application and future effect, including the
amendment or repeal thereof, adopted by an agency, whether with or
without prior hearing, to implement or make specific the law enforced or
administered by it or to govern its organization or procedure, but does not
