Charter Amendment No. 22
RESOLUTION To Amend Section 48-15B(c)—to Provide for Public
Hearings on all Charter Amendments—Charter of the City of Rock-
ville.
A Resolution of the Mayor and Council of Rockville, Maryland, to
repeal and re-enact with amendments, Section 48-15B (c) of the Charter
of the City of Rockville.
Whereas, pursuant to Sections 11 to 18, inclusive, of Article 23A of
the Annotated Code of Maryland (1957 Edition, as amended), the Mayor
and Council of Rockville has authority to amend its said Charter in the
particulars hereinafter set forth; and
Whereas,, this Resolution is adopted to conform with the procedure
for the amendment of charters of municipal corporations prescribed in
said Sections 11 to 18, inclusive, of Article 23A;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND
COUNCIL OF ROCKVILLE, MARYLAND,
Section 1. That Section 48-15B (c) of the Charter of the City of Rock-
ville be and the same is hereby repealed and re-enacted, with amendments,
to read as follows:
"Section 48-15B. Initiation by the Mayor and Council.
(c) In conformity with a requirement imposed upon the General
Assembly by Article 3, Section 29 of the Constitution of Maryland, every
charter amendment adopted by the Council shall embrace but one subject,
and that shall be described in its title. Prior to the passage of any reso-
lution which proposes an amendment or amendments to the charter, a
public hearing hereon shall be held by the Mayor and Council, public notice
of which shall be given in a newspaper of general circulation in the City
of Rockville once a week for two successive weeks, the last such notice to
appear at least ten (10) days prior to the public hearing. Such public
notice shall state the title of the charter amendment and shall specify the
time and place of the public hearing to be held thereon. The public hearing
shall be conducted by the Mayor and Council under such procedures as it
shall, in its discretion, establish."
Section 2. That the date of passage of this Resolution is June 8, 1970
and the amendments of the Charter of the City of Rockville, hereby en-
acted shall become effective on July 28, 1970 unless a proper Petition for
Referendum hereon shall be filed as provided by Section 13 of Article 23A
of the Annotated Code of Maryland (1966 Replacement Volume) and pro-
vided a complete and exact copy of this Resolution shall be continually
posted on the bulletin board of the Office of the Mayor and Council, 111
