of July in every even numbered year. The terms of members of the board
of supervisors of elections shall begin on the first of July in the year in
which they are appointed and shall run for two years. Members of the
board of supervisors of elections shall be qualified voters of, the Town and
shall not hold or be candidates for any elective office during their term of
office. The board shall appoint one of its members as chairman. Vacancies
on the board shall be filled by the Mayor with the approval of the Council
for the remainder of the unexpired term. The compensation of the mem-
bers of the board shall be determined by the Council.
24. (Removal): Any member of the Board of Supervisors of Elec-
tions may be removed for good cause by the Council. Before removal, the
members of the Board of Supervisors of Elections to be removed shall be
given a written copy of the charges against him and shall have a public
hearing on them before the Council if he so requests within ten days after
receiving the written copy of the charges against him.
25. (Duties): The Board of Supervisors of Elections shall be in
charge of the registration of voters, nominations, and all Town elections.
The board may appoint election clerks or other employees to assist it in
any of its duties.
26. (Notice): The Board of Supervisors of Election shall give at
least two weeks notice of every registration day and every election by an
advertisement published in at least one newspaper of general circulation
in the Town and by posting a notice thereof in the Town Hall and five
other places in the Town.
27. (Registration): There shall be a registration the first Satur-
day in August and October in every even numbered year thereafter, of
qualified persons not registered to vote. If necessary for the performance
of registration or the convenience of the citizens of the Town, the Mayor
may designate additional days as registration days. The Council is hereby
authorized by ordinance, to adopt and enforce any provisions necessary
to establish and maintain a system of permanent registration, and to pro-
vide for a re-registration every election year if desired. Registration will
be held every election year. However, if registration shall be permanent,
it shall be by ward only.
28. (Appeal): If any person shall feel aggrieved by the action of the
Board of Supervisors of Elections in refusing to register or in striking
off the name of any person or by any other action, any person may appeal
to the Council, who will act on it at the next Council meeting. Any deci-
sion or action of the Council upon such appeals may be appealed to the
Circuit Court for the county within thirty days of the decision or action
of the Council.
29. (Nominations): Persons may be nominated for elective office in
the Town by filing a certificate of nomination. Prospective candidates for
the office of Mayor or Treasurer shall file a certificate signed by at least
ten registered voters in the Town. Prospective candidates for Councilmen
shall file a certificate signed by at least five registered voters of the Town
who own land in the ward the Councilman seeks to represent. All nomi-
nation certificates shall state the following: (1) The office the prospective
candidate is seeking. (2) The name of the candidate. (3) A statement
that the signers of the certificate are registered voters. (4) That the sign-
ers support the nomination of the named candidate. The certificate shall
be filed with the Clerk at least thirty calendar days prior to the election.
No person shall file for nomination to more than one elective Town public
office or hold more than one elective Town public office at any one time.
