AND BE IT FURTHER RESOLVED that the Mayor of the City of
Laurel, be and he is specifically enjoined and instructed to carry out the
provisions of Sections 2 and 3 as evidence of compliance herewith, the said
Mayor shall cause to be affixed to the Minutes of this meeting:

1.    An appropriate certificate of publication of the newspaper in which
the title of this Resolution shall have been published; and

2.    Return receipts of the mailing referred to in the aforegoing Sec-
tions and shall further complete and execute the Certificate of effect attached
hereto.

Resolution

Resolved by the Council of the Town of Manchester, that the Munici-
pal Corporation Charter be amended in the following manner; i.e., Sec-
tion 21 (b) be amended to read as follows:

(b) Appointments and removal of employees and heads of offices,
departments and agencies.

The Mayor, with the approval of the Council shall appoint the heads
of all offices, departments and agencies of the town government as estab-
lished by this Charter or by Ordinance, as well as all other employees of
the town. All such heads of offices, departments and agencies and all other
employees of the town shall be removed or terminated by the Mayor, act-
ing with consent of the Council. Any such person so removed or terminated
shall be entitled to a hearing on said removal or dismissal before the Mayor
and Council, provided such a hearing is requested in writing not later than
15 days after the notice of removal or dismissal.
