amendment, whether by the Council of the City of Greenbelt or in a
referendum; and (4) the effective date of the Charter amendment.

Section 4. AND BE IT FURTHER RESOLVED that the City Mana-
ger of the City of Greenbelt be, and he is specifically enjoined and instructed
to carry out the provisions of Sections 2 and 3 as evidence of compliance
herewith, the said City Manager shall cause to be affixed to the minutes
of this meeting (1) an appropriate certificate of publication of the news-
paper in which the title of this Resolution shall have been published; and
(2) return receipts of the mailing referred to in Section 3, and shall further
complete and execute the Certificate of Effect attached hereto.

Resolution Number 167

Resolution of the City of Greenbelt adopted pursuant to the author-
ity of Article HE of the Constitution of Maryland and Section 13 of
Article 23A of the Annotated Code of Maryland (1957 Edition as
amended) title "Corporation—Municipal," subtitle, "Home Rule," to
amend the Charter of the City of Greenbelt, said charter being Section
40 of Article 17 of the Code of Public Local Laws of Maryland (1963
Edition) and containing in whole or in part the Charter of the City
of Greenbelt, by repealing Section 40-51, title "Work Program" and
Section 40-52, title "Appropriations; Transfer" and enacting new
Section 40-51, title "Appropriation Ordinance" and new Section 40-52,
title "Amendments After Adoption," to provide for the adoption of
an appropriation ordinance each year in accordance with the adopted
funds and to provide, by ordinance, supplemental appropriations when
excess revenues are available and for emergency appropriations when
necessary to meet a public emergency.

Section 1. BE IT RESOLVED AND ORDAINED by the Council of
the City of Greenbelt, Maryland that the Charter of the City of Greenbelt,
said Charter being Section 40 of Article 17 of the Code of Public Local
Laws of Maryland (1963 Edition) and containing in whole or in part the
Charter of the City of Greenbelt, Maryland shall be amended by repealing
Section 40-51, title "Work Program" and Section 40-52, title "Appropria-
tions; Transfer" and enacting new Section 40-51, title "Appropriation
Ordinance" and new Section 40-52, title "Amendments After Adoption,"
as follows:

[10 51. Work program.

Immediately before the beginning of the fiscal year the head of each

office or agency of the city government shall submit to the Treasurer a

work program for the year, which program shall include all appropriations
for its operation and
maintenance and for acquisition of property, and
shall show the requested allotments of said appropriations for such office

or agency by months for the entire fiscal year. The Manager, with the

assistance of the Treasurer, shall review the requested allotments in the
light of the work program of the office or agency concerned, and may, if
he deems necessary, revise, alter, or change such allotments before author-
