2114                                Municipal Charters

Section 3. BE IT FURTHER RESOLVED that as soon as the
charter amendment hereby enacted shall become effective, either as herein
provided or following a referendum, the City Manager shall send sep-
arately, by registered mail to the Secretary of the State of Maryland, to
the Department of Legislative Reference, the following information con-
cerning the Charter amendment; (1) the complete text of this Resolution;

(2)  the date of the referendum election, if any, held with respect thereto;

(3)  the number of votes cast for and against the question contained in the
charter amendment, whether by the Council of the City of Greenbelt or in
a referendum; and (4) the effective date of the Charter amendment.

Section 4. AND BE IT FURTHER RESOLVED that the City Man-
ager of the City of Greenbelt be, and he is specifically enjoined and in-
structed to carry out the provisions of Sections 2 and 3 as evidence of
compliance herewith, the said City Manager shall cause to be affixed to the
minutes of this meeting (1) an appropriate certificate of publication of
the newspaper in which the title of this Resolution shall have been pub-
lished; and (2) return receipts of the mailing referred to in Section 3, and
shall further complete and execute the Certificate of Effect attached
hereto.

Charter Amendment Resolution Number 1969-4
Resolution Number 164

Resolution of the City of Greenbelt adopted pursuant to the author-
ity of Article HE of the Constitution of Maryland and Section 13 of
Article 23A of the Annotated Code of Maryland (1957 Edition as
amended) title "Corporation-Municipal," sub-title, "Home Rule," to
amend the Charter of the City of Greenbelt, said charter being Section
40 of Article 17 of the Code of Public Local Laws of Maryland (1963
Edition) and containing in whole or in part the charter of the City of
Greenbelt, by repealing and reenacting with amendments Section
40-57, title "Tax Anticipation Notes," to provide that such notes may
be sold by bid or private negotiation and to provide that such notes
shall mature within thirty (30) days after tax assessments or pay-
ments become delinquent rather than collectible.

Section 1. BE IT RESOLVED AND ORDAINED by the Council of
the City of Greenbelt, Maryland that the Charter of the City of Greenbelt,
said Charter being Section 40 of Article 17 of the Code of Public Local
Laws of Maryland (1963) Edition and containing in whole or in part the
Charter of the City of Greenbelt, Maryland, shall be amended by repealing
and reenacting with amendments Section 40-57, title "Tax Anticipation
Notes" as follows:

40-57. Tax Anticipation Notes.

The Council may by ordinance authorize the issuance of notes or
other evidences of indebtedness in anticipation of the collection of taxes
or of special assessments, or of payments to the City of Greenbelt in lieu
of taxes. Such notes or other evidences of indebtedness shall be a first
lien upon the proceeds of such taxes, assessments or payments, and shall
