No person not a member of the [House of Delegates] General
Assembly shall operate the electrical voting machine mechanism be-
longing to any member, so as to cast a vote on any question or prop-
osition before the House of Delegates or the Senate. Any person
violating the provisions of this section shall be deemed guilty of a
misdemeanor, and upon conviction of such offense shall be sentenced
by the court to imprisonment for a period of not to exceed five years.
Such penalty shall be in addition to any penalty that may be provided
by the House of Delegates or the Senate for such offense.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

(Senate Bill 10)
AN ACT to add new Section 54C to Article 43 of the Annotated Code
of Maryland, (1965 Replacement Volume), title "Health," subtitle
"Miscellaneous Provisions," to follow immediately after Section
54B thereof, to provide safety standards for eyeglass and sun-
glass lenses and frames, and to provide a penalty for violation
of this Act.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 54C be and it is hereby added to Article 43 of the
Annotated Code of Maryland, (1965 Replacement Volume), title
"Health," subtitle "Miscellaneous Provisions," to follow immediately
after Section 54B thereof, and to read as follows:
54C.
(a) The State Department of Health and Mental Hygiene shall
prescribe safety requirements for eyeglass and sunglass lenses and
frames. No person shall sell OR DISPENSE any eyeglasses or sun-
glasses which are not fitted with lenses or frames meeting these safety
requirements.
(b) Any person violating the provisions of this section shall be
guilty of a misdemeanor and upon conviction subject to a fine of not
more than one thousand dollars ($1,000).
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
