Resolution No. 34
of the Town of Easton to amend the Charter

Resolution of the Town of Easton, adopted pursuant to the author-
ity of Article 11E of the Constitution of Maryland, and Section 13 of
Article 23 of the Annotated Code of Maryland (1966 Repl. Vol.) titled
"Corporations—Municipal," subtitle "Home Rule," subheading "Char-
ter Amendments," to amend Article V, Sec. 2 of the Charter of the
Town of Easton, which section is headed "Supervisor of Elections—
Appointment; Term; Compensation," to provide for assistant super-
visors of elections and their compensation and to amend Art. V., Sec.
3 of said Code headed "Same—Registration of Voters," to provide
that the registration books of the Town shall be open during normal
business hours commencing thirty (30) days following each election
and continuing until forty (40) days prior to any special election and
until the first day of March in those years in which a general election
is to be held.

Section 1. BE IT RESOLVED by the Town of Easton that Article V,
Sec. 2 of the Charter of the Town of Easton being a part of Article 21 of
the Code of Public Local Laws of Maryland (1930 Edition), as amended,
titled "Talbot County," subtitle "Easton," be and the same is hereby
amended to read as follows:

Sec. 2. Supervisor of elections—Appointment; term; compensation.

"The mayor, by and with the advice and consent of the Council, shall
appoint for a four year term, one person to act as a supervisor of elections
and such assistant supervisors of elections as the mayor may deem reason-
able
who shall be compensated for [his] their services as the council may
provide. (1906, ch. 458, sec. 46. Res. No. 19, March 11, 1958.)"

Sec. 3. Same—Registration of voters.

"The supervisor of elections shall sit in the council room during the
hours of 2:00 P.M. to 5:00 P.M. and from 7:00 P.M. to 9:00 P.M. on the
third and fourth Wednesdays and Thursdays in March in those years in
which general elections are to be held for the purpose of registering voters
of the Town and revising the registration lists. In addition the registration
lists shall be kept open during normal business hours for the purpose of
registering voters commencing thirty (30) days following each election
and continuing until forty (40) days prior to any special election and until
the first day of March in those years in which a general election shall be
held.
The supervisor of elections or an assistant shall register the names
on a card or loose-leaf sheet provided therefor, providing space for the
entering of the names, age, nativity, color, term of residence in ward, town
and state, street residence, qualified voter or not, date of application, space
to show why disqualified, and spaces to check when voted. (1906, ch. 458,
sec. 48, Res. No. 19, March 11, 1958.)"

Section 2. AND BE IT FURTHER RESOLVED, that the date of
adoption of this Resolution is December 7, 1970, and the amendment of the
Charter of the Town of Easton hereby enacted shall become effective on
January 26, 1971, unless a proper petition for a referendum hereon shall
be filed as permitted by law, provided a complete and exact copy of this
Resolution shall be continuously posted on the bulletin board of the Town
Hall until January 16, 1971, and provided further that a copy of the title
of this Resolution shall be published in The Star Democrat, a news-
paper of general circulation in the Town of Easton, or in any other news-
paper of such general circulation, once in each of the weeks of December
9, December 16, December 23, and December 30, 1970.
