Resolution of the
Mayor and Aldermen of the City of Annapolis
to Amend the Charter
Resolution of the Mayor and Aldermen of the City of Annapolis
adopted pursuant to the authority of Article 11-E of the Constitution
of the State of Maryland (1966 Edition), title "Corporations-
Municipal," to add one (1) new section to be designated section 44A
to the Charter of the City of Annapolis (1969 Edition) to follow
immediately after Section 44 thereof and to be entitled "Special Park-
ing Tax Districts and Special Taxing Districts" in order to empower
the Mayor and Aldermen of the City of Annapolis to create Special
Parking Tax Districts, and Special Taxing Districts and all matters
relating generally.
SECTION I. BE IT ESTABLISHED AND ORDAINED BY THE
MAYOR AND ALDERMEN OF THE CITY OF ANNAPOLIS that one
(1) new section and a new subheading "Special Parking Tax Districts
and Special Taxing Districts," be, and it is hereby added to the Charter
of the City of Annapolis to read as follows:
Section 44A. Special Parking Tax Districts and Special Taxing Districts.
The Mayor and Aldermen of the City of Annapolis are hereby author-
ized and empowered to enact ordinances to create special parking tax dis-
tricts and special taxing districts.
(a) The Mayor and Aldermen of the City of Annapolis are hereby
authorized and empowered to enact ordinances to create special tax dis-
tricts in limited and determinable areas for the purpose of financing the
cost of acquisition and development of public improvements located in such
areas. The following procedure shall be followed in creating such districts.
(b) The Mayor and Aldermen of the City of Annapolis shall have
the power to levy ad valorem taxes on real and tangible property situated
in any such special taxing district at an annual rate sufficient for the pur-
pose of defraying part or all of the cost of acquisition and development
of public improvements located within the limits of such special taxing
district. The Mayor and Aldermen of the City of Annapolis may exempt
from the levy of the special tax hereby authorized, the following classes
of properties:
1. Properties used for industrial purposes only.
2. Properties used for residential purposes only.
3. Properties furnishing off-street parking facilities equal to the
requirements of any general zoning ordinance or off-street parking ordi-
nance of the Mayor and Aldermen of the City of Annapolis.
