SCHOOLS OF THIS STATE; TO ESTABLISH A TEACHER-
EDUCATION GRANT-IN-AID PROGRAM FOR THE PURPOSE
OF AWARDING GRANTS-IN-AID TO STUDENTS WHO ARE
ENROLLED IN VARIOUS INSTITUTIONS OF HIGHER LEARN-
ING IN EDUCATIONAL PROGRAMS RELATED TO THE
TEACHING PROFESSION IN WHICH A SHORTAGE OF PER-
SONNEL EXISTS; TO PROVIDE THAT THESE AWARDS ARE
TO BE MADE ON THE BASIS OF FINANCIAL NEED, AND
RELATING GENERALLY TO THE QUALIFICATIONS, REPAY-
MENT, FUNDING AND ADMINISTERING THEREOF.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1157.
This bill provides for the awarding of grants-in-aid to students
who are enrolled in various institutions of higher learning in "educa-
tional programs related to the teaching profession***."
The Attorney General has advised me that the title of House Bill
1157 is defective and thereby renders the bill unconstitutional. For
the reasons given in the attached copy of the Attorney General's
opinion, which is to be considered a part of this message, I believe that
this measure must be vetoed.
