"Natural Resources," subtitle "Scenic Rivers," to follow immediately
after Section 762 thereof, to include two THREE rivers in the Scenic
Rivers System, to prohibit certain activity with respect to Scenic
Rivers without a permit, to provide that scenic aspects of a river be
considered prior to approval of use or development plans, and relat-
ing generally to rivers and the Scenic Rivers System.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 916.

This bill creates a scenic rivers program in Maryland.

House Bill 1303 which was enacted by the General Assembly and
signed by me on May 24, 1971, accomplished the same purpose as
House Bill 916 and is in fact broader. Consequently, it is unnecessary
for me to sign House Bill 916.

House Bill No. 1090—Fire Service by Maryland Port Authority

AN ACT to repeal and re-enact, with amendments, Section 5(f) of
Article 62B of the Annotated Code of Maryland (1968 Replacement
Volume), title "Maryland Port Administration," to provide that the
Port Administration shall have the duty to provide fire service to its
tax-exempt port facilities and that this duty may be discharged by
agreement between the Port Administration and a political subdivision
or organization to furnish such service, and empowering the political
subdivisions to make and carry out such an agreement.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1090.

This bill requires the Maryland Port Authority (and its successor
the Maryland Port Administration) to provide fire protection services
to its tax exempt port facilities. It further provides that the Authority
may discharge this duty by a contract between the Authority and a
political subdivision or organization, whereby the subdivision or organi-
zation will furnish such services for compensation.
