In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 423.
This bill removes the exclusion of the use of church halls as
registration and polling places in Charles County.
Senate Bill 509, which was enacted by the General Assembly
and signed by me on May 6, 1971, accomplished the same purpose as
House Bill 423. Moreover, Senate Bill 509 is a more comprehensive
bill. Consequently, it is unnecessary for me to sign House Bill 423.

House Bill No. 425—Criminal Laws Concerning Intoxication
AN ACT to repeal Section 123(a), (b) and (e) of Article 27 of
the Annotated Code of Maryland (1971 Replacement Volume), title
and subtitle "Crimes and Punishments," subheading "Drunkenness
and Disorderly Conduct," to eliminate an overlapping of and partial
conflict with Section 201 of Article 2(c) 2C.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 425.
This bill repeals subsections (a), (b) and (e) of Section 123 of
Article 27, of the Annotated Code of Maryland, which contain various
criminal provisions relating to intoxication.
The purpose of the bill, as stated in its title, is to eliminate any
overlapping and conflict with Article 2C of the Code, entitled "Alco-
holism." It is clear that Section 123(a) of Article 27 is covered by
the provisions of Section 201 of Article 2C. It is also clear that Sec-
tion 123(e) of Article 27 is in conflict with the provisions of Article
2C and should be repealed. However, the provisions of Section 123(b)
of Article 27 are not covered by Article 2C or by any other Article
in the Code; nor is Section 123(b) in conflict with any other provision
