Senate Bill No. 342—Drug Abuse Administration and Advisory
Council
AN ACT TO REPEAL SECTION 1A OF ARTICLE 43B OF
THE ANNOTATED CODE OF MARYLAND AS ENACTED BY
EXECUTIVE ORDER NO. 1 OF THE REGULAR SESSION OF
1971 (CHAPTER ............) AND IN LIEU THEREOF to add new
Section 1A to Article 43B of the Annotated Code of Maryland (1965
Replacement Volume and 1970 Cumulative Supplement), title "Com-
prehensive Drug Abuse Control and Rehabilitation Act," to follow im-
mediately after Section 1; and to repeal and re-enact with amend-
ments, Sections 2, 3, 4 and 5 of the same Article, AS THESE SEC-
TIONS WERE AMENDED BY EXECUTIVE ORDER NO. 1 OF
THE REGULAR SESSION OF 1971 (CHAPTER ............), to re-
organize the Administration of the Comprehensive Drug Abuse Con-
trol and Rehabilitation Act, to provide for the establishment of the
Drug Abuse Administration within the Department of Health and
Mental Hygiene, to create the positions of Director and Deputy-
Director of the Drug Abuse Administration, to provide for the powers,
duties and responsibilities of the Administration, the Director and the
Deputy Director, to set forth the authority of the Secretary of Health
and Mental Hygiene over the Drug Abuse Administration and Direc-
tor, to abolish the Drug Abuse Authority and the position of Director
of the Drug Abuse Authority, to transfer the powers and duties of the
Drug Abuse Authority to the Drug Abuse Administration, to make
corrections in the present law concerning these matters, and relating
generally to the Comprehensive Drug Abuse Control and Rehabilita-
tion Act.

Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 342.
This bill establishes the Drug Abuse Administration within the
State Department of Health and Mental Hygiene and sets forth the
powers, duties and functions of the Administration. The bill further
provides for an Advisory Council on Drug Abuse.
Executive Order No. 1 of the regular session of 1971 (Chapter
29 of the 1971 Laws of Maryland) and House Bill 1312, which was
enacted by the General Assembly and signed by me on May 28, 1971,
accomplishes the same purpose as Senate Bill 342. Consequently, it is
unnecessary for me to sign Senate Bill 342.
