Marvin Mandel, Governor 1881
VETOES
TITLES AND MESSAGES
Senate Bill No. 41—Garrett County Election Clerks
AN ACT to repeal and re-enact, with amendments, Section 2-6
(b-1) of Article 33 of the Annotated Code of Maryland (1967 Re-
placement Volume and 1970 Supplement), (1971 REPLACEMENT
VOLUME), title "Election Code," subtitle "Election Boards and
Employees," to provide for an increase in the salary of the majority
clerk and the minority clerk of Garrett County.
May 28, 1971.
Honorable William S. James
President of the Senate
State House
Annapolis, Maryland 21404
Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 41.
The bill repeals and re-enacts, with amendments, Section 2-6 (b-1)
of Article 33 of the Annotated Code of Maryland, in order to increase
the salaries of the majority clerk and minority clerk of the Board of
Election Supervisors in Garrett County.
Senate Bill 453, which was enacted by the General Assembly and
signed by me on May 6, 1971, repeals the same section of the Code and
enacts new uniform statewide provisions relating to the employment
and compensation of Election Board employees and repeals all in-
consistent laws. Because of the inconsistency between the two bills,
and because the enactment of Senate Bill 453 renders Senate Bill 41
unnecessary, I have decided to veto Senate Bill 41.
Sincerely,
/s/ Marvin Mandel,
Governor.

istration of Voters—How and by Whom Conducted," "Certificate
