1864                             Joint Resolutions

No. 62
(House Joint Resolution 35)

House Joint Resolution requesting the State Department of Health
and several county deputy health officers to reconsider carefully
any regulations imposing restrictions IMPOSED upon the holding
of church suppers and similar events.

The members of the House of Delegates GENERAL ASSEMBLY
are concerned about the possible inadvertent effects of regulations
issued by the State Department of Health or by deputy county health
officers restricting or prohibiting the holding of church suppers and
other such volunteer affairs.

Such regulations have been imposed in recent months following
the unfortunate outbreak of a salmonella epidemic at a nursing home
in Baltimore City. The purpose of the regulations was to assure,
with respect to church suppers and similar affairs, that there would
be no recurrence of a salmonella epidemic because of the holding of
any such function.

Members of the House of Delegates GENERAL ASSEMBLY of
Maryland understand the duty of the Health Department and the
several deputy county health officers to protect the public health. At
the same time they point out that the typical church supper is well
managed and well operated and that possibilities are minimal for any
occurrence of a salmonella epidemic as a result of a church supper.

The inadvertent affect EFFECT of such regulations may be to stifle
and harm the legitimate and traditional activities of groups holding
church suppers and related affairs.

Without in any way to cause CAUSING decisions questionable to
the public health, the House of Delegates GENERAL ASSEMBLY
of Maryland is requesting that any such regulations be restudied
and re-evaluated; now, therefore, be it

Resolved by the House of Delegates GENERAL ASSEMBLY of
Maryland,
That the State Health Department and any deputy county
health officers who have promulgated regulations or otherwise acted
against the traditional affairs known as church suppers OR OTHER
SIMILAR AFFAIRS be requested to review the effect and applica-
tion of these regulations and that they make every reasonable effort
consistent with the public health to permit the holding of such affairs
as has long been traditional in the State of Maryland; and be it
further

Resolved, That the Chief Clerk of the House of Delegates is in-
structed to send copies of this resolution to the State Health Depart-
ment and to each of the deputy county health officers in this State.

develop a comprehensive drug education program to be imple-
mented in all public and private primary and secondary schools in
the State.
