1812                              Joint Resolutions

and awards of merit for outstanding achievement, Trooper of the
Year Award and retirement mementos; and

Whereas, The State of Maryland is indeed fortunate in having
such a competent and highly trained organization of men exempli-
fied by the Maryland State Police Alumni Association available in
any emergency to augment the regular enforcement agencies; and

Whereas, The respective members of the Maryland State Police
Alumni Association, located in the several geographical areas of the
State of Maryland, stand ready and willing to assist the public in
the event of an emergency or disaster; and

Whereas, The personnel of the Maryland State Police Alumni
Association are highly respected and civic minded citizens of their
respective communities in the State of Maryland; now, therefore,
be it

Resolved by the General Assembly of Maryland, That the Mary-
land State Police Alumni Association be recognized and commended
as a highly trained and readily available backup agency to the many
excellent police and enforcement departments within our great State
of Maryland; and be it further

Resolved, That copies of this Resolution be sent to the Maryland
State Police Alumni Association.

(Senate Joint Resolution 25)

Senate Joint Resolution commending Dr. Thomas D. Sheldon for his
accomplishments as Superintendent of the Baltimore City School
System and wishing him success in the future.

The General Assembly of Maryland congratulates and commends
Dr. Thomas D. Sheldon for his accomplishments in the field of edu-
cation generally and for his accomplishments as Superintendent of
the Baltimore School System.

Dr. Sheldon received his education at Syracuse University and
began his career in the field of education as a teacher and coach in
the New York school system in 1942. From there, he moved up to
various positions, including athletic director and Vice-Principal, and
in 1968, he left the Hampstead, New York School System to become
Superintendent of the Baltimore system. He has served in that posi-
tion since July 1, 1968; he has recently submitted his resignation
which becomes effective April 15,1971.

Dr. Sheldon was quoted in the February 7 edition of the Sunday
Sun as saying that: "There is a strong recognition particularly
among poor people that this is their only real chance; that if the
school system fails them, their children are not going to have much
real opportunity in life. And it's true....... The only place America
can go for a full and fair chance in society is to its education
