prohibitions against cancellation or refusal to underwrite or renew
risks*, AND MATTERS GENERALLY RELATING THERETO.
Section 1. Be it enacted by the General Assembly of Maryland,
That subsection (a) of Section 234A of Article 48A of the Annotated
Code of Maryland (1968 Replacement Volume and 1970 Supplement),
title "Insurance Code," subtitle "Unfair Trade Practices," be and it
is hereby repealed and re-enacted, with amendments, to read as
follows:
234A.
(a) No insurer, agent or broker shall cancel or refuse to under-
write or renew a particular insurance risk or class of risk for any
inadequate or unreasonable or any arbitrary, capricious, unfair or
discriminatory reason, or based in whole or in part upon the race,
creed, color, religion, national origin, sex or place of residency of an
applicant or policyholder. REASON BASED IN WHOLE OR IN
PART UPON RACE, COLOR, CREED OR SEX OF AN APPLI-
CANT OR POLICYHOLDER OR FOR ANY ARBITRARY,
CAPRICIOUS, OR UNFAIRLY DISCRIMINATORY REASON.
In the case of a cancellation of or refusal to renew a policy, provided
the insured requests of the Commissioner that a review be under-
taken of the insurer's action prior to the effective date of termination
of the policy, and provided the Commissioner initiates action toward
issuance of a finding in accord with Section 234C, such policy shall
remain in effect until such finding is issued.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

and 4(c) of Article 95A of the Annotated Code of Maryland (1969
Replacement Volume), title "Unemployment Insurance Law," sub-
title "Benefits"; to repeal Section 4(d) of the same article, title
and subtitle; to repeal and re-enact, with amendments, Section
4(e) of the same article, title and subtitle; to reletter Sections
4(e) and 4(f) thereof as 4(d) and 4(e), respectively; to add a
new Section 4(f) to the same article, title and subtitle to follow
immediately after relettered Section 4(e) thereof; to repeal and
re-enact, with amendments, Sections 8(a), 8(b) and 8(c) of the
same article and title, subtitle "Contributions"; to repeal and
re-enact, with amendments, Section 8(d) of the same article, title
and subtitle, that section to be relettered Section 8(g) to follow
immediately after new Section 8(f); to add new Sections 8(d),
8(e) and 8(f), to the same article, title and subtitle to follow im-
mediately after Section 8(c) thereof; to repeal and re-enact, with
amendments, Section 9, of the same article and title, subtitle
"Employer's Coverage"; to repeal and re-enact, with amendments,
