with amendments, Section 6-301.1 of said Article and title of said
Code, subtitle "Subtitle 6. Drivers' Licenses," and to repeal Sec-
tion 17-102 of said Article and title of said Code, subtitle "Sub-
title 17. Penalties and Disposition of Fines and Forfeitures," to
reduce certain motor vehicle violations from felonies to misde-
meanors.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 4-103, 4-107(b), 4-107(d) and 4-110 of Article 66½
of the Annotated Code of Maryland (1970 Replacement Volume),
title "Vehicle Laws," subtitle "Subtitle 4. Antitheft Laws," be and
they are hereby repealed and re-enacted, with amendments; that
Section 6-301.1 of said Article and title of said Code, subtitle "Sub-
title 6. Drivers' Licenses," be and it is hereby repealed and re-enacted,
with amendments; and that Section 17-102 of said Article and title
of said Code, subtitle "Subtitle 17. Penalties and Disposition of Fines
and Forfeitures," be and it is hereby repealed, all to read as follows:

4-103. Receiving or transferring stolen vehicle.

(a)    Any person who, with intent to procure or pass title to a
vehicle which he knows or has reason to believe has been stolen or
unlawfully taken, receives, or transfers possession of the same from
or to another, or has in his possession any vehicle which he knows
or has reason to believe has been stolen or unlawfully taken, is
guilty of a [felony] misdemeanor.

(b)    This provision shall not be regarded as exclusive of other
penalties prescribed by existing or any future law for the larceny
or unauthorized use of a motor vehicle.

4-107.

(b) A person who, willfully and with intent to conceal or mis-
represent the identity of a vehicle or an engine, removes or falsifies
an identification number of the vehicle or engine is guilty of a
[felony] misdemeanor.

(d) A person who buys, receives, possesses sells or disposes of
a vehicle or an engine for a vehicle, with knowledge that an identifi-
cation number of the vehicle or engine has been removed or falsified
and with intent to conceal or misrepresent the identity of the vehicle
or engine, is guilty of a [felony] misdemeanor.

4-110.

(a) [Felonies] Misdemeanors.—It shall be a [felony] misde-
meanor
for any person to commit any of the following acts:

1.    To alter with fraudulent intent any certificate of title, regis-
tration card, permanent registration plate, or permit issued by the
Department.

2.    To forge, counterfeit or duplicate or to attempt to forge,
counterfeit or duplicate or to manufacture, construct or possess any
paraphernalia for use in such forging, counterfeiting or duplicating,
with fraudulent intent, any certificate of title, registration card, reg-
istration plate, validation tab, permit or any other official document
issued by the Department of Motor Vehicles, or, with the intent to
